Municipal Education Plans in the metropolitan areas: analysis from official sources

Resumo: This article analyzes 20 Plans Municipal Education. The study raised, systematized and classified documents under further investigation aimed at identifying and discussing, originally, the institutional capacity of counties in the management of basic education. In view of the relevance of examining textual elements Municipal Education Plans already developed and approved by Law, the research assumed that these sources are relevant to examine the potential and limits of municipalities in developing public policy guidelines for education institutionalizing them in planning instruments. In this paper, specifically, will explore textual features of the Municipal Education Plans, in order to identify ideas and concepts recorded in documents, with a focus on management aspects of the physical network and process management.

El estudio sistematizó el documentos en cuestión, bajo investigación cuyo objetivo era identificar originalmente la capacidad institucional de los municipios en la gestión de la educación básica. En vista de la importancia de examinar los elementos textuales de los Planes Municipales de Educación ya desarrollado y aprobado por la Ley, la investigación supone que estas fuentes sean pertinentes para examinar el potencial y los límites de los municipios en el desarrollo de políticas para la educación y su institucionalización en los instrumentos de planificación. En este trabajo, en concreto, se analizarán las características textuales de los Planes Municipales de Educación, con el fin de identificar las ideas y conceptos registradas en los documentos, con especial atención a los aspectos de gestión de la red física y la gestión de procesos.Este artigo apresenta e analisa os Planos Municipais de Educação de 20 municípios paulistas. O estudo levantou, sistematizou e classificou os documentos em pauta, no âmbito de investigação maior que buscou identificar e discutir, originalmente, a capacidade institucional de municípios paulistas na gestão da educação básica. Tendo em vista a relevância de se examinar elementos textuais de Planos Municipais de Educação já elaborados e aprovados por Lei, a pesquisa partiu do pressuposto que os mesmos são fontes relevantes para se examinar potencialidades e limites de municípios na elaboração de diretrizes políticas públicas para a educação, institucionalizando-as em instrumentos de planejamento.
