Resumo: The Municipal Education Plan (MEP) is an important instrument that serves as an action guide for the government as opposed to unpredictability. It should express the guidelines, goals and means by which the objectives will be achieved during its validity, such as the strategies and forms of collaboration of the federated entities, as well as the monitoring and constant evaluations of its implementation. This paper focuses on the analysis of the MEP of Rio Claro-SP. From a qualitative perspective, this work aims to follow the process of preparation of the MEP as an instrument of educational policy, through bibliographical and documentary analysis. It is based on the master's research entitled Municipal Education Plan of Rio Claro - SP: challenges and perspectives in guaranteeing the right to education. The academic production, more directly linked to the research object, and the works that can elucidate the socioeconomic and political context of the country, in its relations with the global context, served as support for the analysis of the documentary data. The first part of the paper reviews the conceptions of plans that have permeated the educational political history, evidencing the importance of public policy planning as a state policy. The second part sought to trace the construction of the MEP, from its outbreak, going through the first version of the document (prepared collectively and systematized by a Commission), until the second version (reviewed by the Municipal Council of Education of Rio Claro).

Este debe expresar las directrices, los objetivos y los medios por los cuales se alcanzarán los objetivos durante su mandato, así como las estrategias y formas de colaboración de las entidades federadas, además de la supervisión y las evaluaciones de su implementación. Con un enfoque cualitativo, tuvo el objetivo de seguir el proceso de preparación del PME como una herramienta de política educativa, a través del análisis bibliográfico y documental. Se basa en la investigación de máster titulada Plan Municipal de Educación de Rio Claro - SP: desafíos y perspectivas para garantizar el derecho a la educación. La producción académica más directamente vinculada al objeto de la investigación y las obras que pueden dilucidar el contexto socioeconómico y político del país en sus relaciones con el contexto mundial, sirvieron para apoyar el análisis de las pruebas documentales. La primera parte del artículo revisa los conceptos de planes que impregnan nuestra historia política educativa, poniendo en evidencia la importancia de la planificación de políticas públicas como política de Estado. La segunda parte trató de realizar un seguimiento de la construcción del PME, desde su deflagración, pasando por la primera versión del documento (colectivamente desarrollado y sistematizado por una Comisión) hasta la segunda versión (revisada por el Consejo Municipal de Educación de Rio Claro).O Plano Municipal de Educação (PME) é um importante instrumento que serve como guia de ação para o governo em oposição à imprevisibilidade. Ele deve expressar as diretrizes, as metas e os meios pelos quais o objetivos serão atingidos durante sua vigência, como as estratégias e as formas de colaboração dos entes federados, além do monitoramento e das avaliações constantes de sua implementação. O presente trabalho tem como objeto de análise o PME de Rio Claro (SP). De cunho qualitativo teve como objetivo acompanhar o processo de elaboração do PME como instrumento de política educacional, por meio da análise bibliográfica e documental. Fundamenta-se na pesquisa de mestrado intitulada Plano Municipal de Educação de Rio Claro – SP: desafios e perspectivas na garantia do direito à educação. A produção acadêmica, mais diretamente ligada ao objeto de pesquisa, e as obras que puderam elucidar o contexto socioeconômico e político do país, em suas relações com o contexto global, serviram de suporte para a análise dos dados documentais. A primeira parte do artigo revê as concepções de planos que perpassaram nossa história política educacional, evidenciando a importância do planejamento de políticas públicas enquanto política de Estado.
