Cultural policy as an instance of social development and common interest in Brazil: A brief look at Paraíba Valley and the North Coast of São Paulo

Resumo: The article aims to understand the historical trajectory of cultural policies in Brazil to situate the ongoing deconstruction of this same history and, on the other way round of this trend, emphasize the revaluation of its important achievements. Coupled with this historical-critical perspective of cultural policy, theoretical contributions were made on the relationship between culture and development, which culminated in the regional debate on culture in the context of general discussions in view of regional planning and development in Vale do Paraíba and on the North Coast of São Paulo. Based on a brief profile of parameters indicative of cultural policy in the 39 municipalities in the region, it is noteworthy that, although cultural management is not sufficient, after the Federal Constitution of 1988, one can see specific regional movements concerned with the construction of municipal cultural systems aligned with the democratic guidelines of national policy and common interests of local agents committed to culture and regional development planning. It was noticed that the discussion about the national system, decentralization and synergistic action of local agents is essential for the promotion of cultural policies; however, it is necessary that culture is thought of in the light of a new epistemological knowledge of decolonization of the view that promotes the social construction of affirmative meanings of singularities, subjects, communities and places.

Unido a esta perspectiva histórico-crítica de la política cultural, se realizaron aportes teóricos sobre la relación entre cultura y desarrollo, que culminaron en el debate regional sobre cultura en el marco de discusiones generales con vistas a la planificación y desarrollo regional en el Vale do Paraíba y la Costa Norte de São Paulo. A partir de un breve perfil de parámetros indicativos de la política cultural en los 39 municipios de la región en cuestión, se destaca que, si bien la gestión cultural es insuficiente, a partir de la Constitución Federal de 1988, movimientos regionales específicos preocupados por la construcción de sistemas culturales municipales atento a los lineamientos democráticos de la política nacional y los intereses comunes de los agentes locales comprometidos con la cultura y la planificación del desarrollo regional. Se notó que la discusión sobre el sistema nacional, la descentralización y la acción sinérgica de los agentes locales es fundamental para la promoción de políticas culturales; sin embargo, es necesario que la cultura sea pensada a la luz de un nuevo conocimiento epistemológico de descolonización de la mirada que promueva la construcción social de significados afirmativos de singularidades, sujetos, comunidades y lugares.O artigo tem o objetivo de compreender a trajetória histórica das políticas culturais no Brasil com a finalidade de situar a desconstrução em curso dessa mesma história e, no sentido inverso dessa tendência, acentuar a revalorização de suas importantes conquistas. Conjugados a esta perspectivação histórico-crítica da política cultural, valeu-se de aportes teóricos sobre as relações entre cultura e desenvolvimento, que culminam com o debate regional sobre a cultura no quadro das discussões gerais em vista do planejamento e do desenvolvimento regional no Vale do Paraíba e Litoral Norte Paulista. Com base em breve perfil de parâmetros indicativos da política cultural nos 39 municípios integrantes da região em foco, salienta-se que, embora a gestão cultural se mostre insuficiente, após a Constituição Federal de 1988, são perceptíveis movimentos regionais pontuais preocupados com a construção de sistemas municipais de cultura alinhados com as diretrizes democráticas da política nacional e interesses comuns de agentes locais comprometidos com a cultura e o planejamento do desenvolvimento regional.
