Resumo: This paper deals with a discussion about the electoral system of the first Brazilian republican decade and its relations with the meanings of democracy, people, representation and popular sovereignty, that people shared in the period. Based on the use of the History of Concepts, the investigation about electoral laws, and the Constitution of 1891, it was possible to analyze the emerging of political rights and its expressions during the first years of the new regime in Brazil. Based on sources and historiographical debate, the article tried to understand how the regime, in its early years, built its main principles that sustained the process of decision-making, within the state as well within the civil society.

Basado en el uso de la historia de los conceptos, en la investigación relacionada a las leyes electorales y del texto constitucional de 1891, se hizo un análisis de los derechos políticos y de sus manifestaciones a lo largo de los primeros años del nuevo sistema en Brasil. Se propone a partir de la documentación y del diálogo historiográfico, verificar de qué forma el sistema en sus primeros años formuló principios fundamentales que sostendrían los procesos de tomada de decisiones, tanto en el interior del Estado como en el ámbito de la sociedad civil.Trata-se de uma discussão acerca do regime eleitoral da primeira década da república brasileira e de suas relações com a concepção que se tinha no período acerca de democracia, povo, representação e soberania popular. Com base no uso da história dos conceitos, na investigação acerca das leis eleitorais e do texto constitucional de 1891, foi feita uma análise dos direitos políticos e de suas manifestações ao longo dos primeiros anos do novo regime no Brasil.
