“Sin senderos prefijados”: the defense of feminist autonomy in the pages of Brujas (1981-1996)

Resumo: Between the years 1980 and 1990, several Latin American countries, like Argentina, Brazil and Chile, returned to the democratic path. Nevertheless, it was during this same period that many adopted or strengthened neoliberal projects. This profound political change, marked by the diminished role of the State, was accompanied by a rapid expansion of Non-Governmental Organizations (NGOs) and the incorporation of some points on the feminist agenda by the State. This new socio-political order resulted in the process of “onguization”, that is, structural changes that started to model the NGOs, which started to develop projects, financed by international cooperation agencies, containing, in most cases, specialized and paid teams. Many social movements have become institutionalized, including Latin American feminist collectives. This fact led to important questions about the movement’s capacity for autonomy and the effectiveness of such projects in transforming the female reality. That is, it was questioned whether this new field of action would cause a replacement of the former activist by the “gender specialist”, reducing the tonic of feminist engagement. Faced with these questions, this article seeks to present how this debate appeared in the magazine Brujas, published by the Asociación de Trabajo y Estudio de la Mujer “25 de noviembre” (ATEM), in Buenos Aires, Argentina, between 1983 and 1996.

No obstante, fue en este mismo período en que muchos adoptaron o fortalecieron proyectos neoliberales. Este profundo cambio político, marcado por la disminución del rol del Estado, fue acompañado por una rápida expansión de las Organizaciones No Gubernamentales (ONG) y por laincorporación de algunos puntos de la agenda feminista por el Estado. Ese nuevo orden sociopolítico dio lugar al proceso de “onguización”, es decir, cambios estructurales que pasaron a modelar las ONG, las cuales pasaron a desarrollar proyectos, financiados por agencias de cooperación internacional, conteniendo, en la mayoría de las veces, equipos especializados y remunerados. Muchos movimientos sociales se institucionalizaron entre ellos, colectivos feministas latinoamericanos. Este hecho llevó a importantes dudas sobre la capacidad de autonomía del movimiento y la eficacia de tales proyectos en la transformación de la realidad femenina. Es decir, se preguntó si este nuevo campo de actuación provocaría una sustitución de la antigua militante por la “especialista de género”, disminuyendo la tónica del compromiso feminista. Frente a estas cuestiones, este artículo busca presentar cómo este debate figuró en la revista Brujas, publicada por Asociación de Trabajo y Estudio de la Mujer “25 de noviembre” (ATEM), en Buenos Aires, Argentina, entre los años de 1983 y 1996.    Entre os anos de 1980 e 1990, diversos países latino-americanos, a exemplo da Argentina, do Brasil e do Chile, retornaram à via democrática. Não obstante, foi neste mesmo período em que muitos adotaram ou fortaleceram projetos neoliberais. Essa profunda mudança política, marcada pela diminuição do papel do Estado, foi acompanhada por uma rápida expansão das Organizações Não Governamentais (ONGs) e pela incorporação de alguns pontos da agenda feminista pelo Estado. Essa nova ordem sociopolítica resultou no processo de “onguização”, isto é, alterações estruturais que passaram a modelar as ONGs, as quais passaram a desenvolver projetos, financiados por agências de cooperação internacional, contendo, na maioria das vezes, equipes especializadas e remuneradas. Muitos movimentos sociais se institucionalizaram, entre eles, coletivos feministas latino-americanos. Este fato levou a importantes interrogações sobre a capacidade de autonomia do movimento e a eficácia de tais projetos na transformação da realidade feminina. Isto é, questionou-se se esse novo campo de atuação provocaria uma substituição da antiga militante pela “especialista de gênero”, diminuindo a tônica do engajamento feminista.
