The development of human resources in dentistry and the demands of the public sector: a contribution for health's services publics and with quality

Resumo: A more diligent analysis of the foundations upon which conventional dentistry and the health branch as a whole are built becomes necessary, examining contradictions, understanding the link that health practice, education, and investigation have with the means of economic production, and attempting to grade the relative autonomy of teaching institutions. The overall goal of the present study is to evaluate the development of human resources in dentistry, when faced with the demands of the public sector. An applied quantitative and exploratory research was performed, being considered a typical field research and characterized as a case study. A questionnaire was answered by dental surgeons working for the Public Health Service in the city of Itajaí (in Santa Catarina state). An analysis was rendered of the procedures performed within the city and at the Federal University of Santa Catarina. For 97.4% of surgeons, the key reason for working in public practice is to obtain financial stability. All work is done without the aid of Dental Office Assistants, albeit the majority of surgeons confirmed their qualification for four-handed labor since they graduated (69.23%). Also, 84.6% claim there is no encouragement to train or perfect such labor. The majority of the professionals recommended modification of the current academic study in dentistry, mainly in regard to perfecting ethical, social, humanistic, and integration issues. Concerning the nature of the profession, conflicting results appear to indicate opposite treatment policies, revealing a predominant focus on the curative and rehabilitative aspects in the public practice of dentistry for the city. UNITERMS: human resources; surgeon-dentist; public health; educations; dentistry.Necessário se faz investigar melhor a estrutura em que se fundamenta a odontologia convencional e o setor saúde em geral, analisando suas contradições e compreender as relações entre prática, educação e investigação em saúde, e os modos de produção econômica, bem como qualificar a relativa autonomia das instituições de ensino. O objetivo geral do presente estudo é avaliar a formação de recursos humanos em odontologia e frente às exigências do setor público. Foi realizada pesquisa aplicada, quantitativa e exploratória, sendo classificada como tipicamente de campo, caracterizando-se como um estudo de caso. Foi aplicado um questionário entre os cirurgiões-dentistas que trabalham no Serviço Público de Saúde do município de Itajaí-SC. Foram analisados os procedimentos realizados no município e na instituição formadora a Universidade Federal de Santa Catarina. A estabilidade salarial para 97,4% é o principal motivo para o exercício profissional em serviço público. Todo o trabalho é realizado sem Auxiliar de Consultório Dentário, apesar de a maioria se considerar apto para trabalhar a quatro mãos quando se formou, (69,23%). 84,6% informaram não haver incentivo para aperfeiçoamento ou treinamento pela Secretaria Municipal de Saúde de Itajaí/SC. A maioria dos profissionais sugere que existe necessidade de alterações na formação atual de odontologia, no sentido de um aperfeiçoamento com as questões éticas, sociais, humanísticas e de integração. Quanto à natureza do trabalho executado os resultados contrastantes sugerem indicar filosofias de tratamento opostas, revelando um predomínio da visão curativa e reabilitadora em relação à preventiva no exercício público da profissão por parte do município.
