Populism presented itself as the most important expression from mass political forces until 1964. It was the moment in which they became the major “ghost fellow” in the State upgrade context in its economic and social dimensions. As a general rule, this incorporation was based on mass through the granting of benefits such as consu- mer goods and the vote. In all the moments that protests were able to show demands, there was an antecipation of social groups which used to exercise the control over the State. Weffort is one of the most important experts about this subject whose concern was to interpret the way how modernity shows itself and becomes to be incorporate in Latin America. Also, it is a constant search to reply to the military coup in 1964, therefore, the replies will be find out in the analysis “historical-cyclical”, ranging from the origin of populism, the adoption of “dependency theory” to its further contestation reaching the populista trade unionism, in which announcing the decay of this way of government.
