Resumo: New Technologies have immersed us in a previously unthinkable interconnected world and rethinking new paradigms to materialize our projects and cooperation agendas, both regional and global. The pandemic digitized services and gave multiple uses to Information and Communication Technologies. Democracy is the form of government that characterizes a state whose main value is Freedom. Republican, constitutional, and human rights values are essential to sustain and promote the democratic state. The objective of this work is to argue the impact of New Technologies in society, especially with the pandemic, and the role of democracy, in a social fabric that was already very damaged, and that suffered more violations of its Human Rights from of the COVID 19 crisis. The methodology is to start from the general, deductive bases, to achieve a seriously argued work hypothesis, and then start with some specific conclusions of what was the removal of freedoms and procedural guarantees in a pandemic. It is this New Renaissance where we find ourselves, with a highly technical, innovative world, but with serious gaps, not only digital, but also economic and, above all, emotional. Our duty is to build a better world.

Our duty is to build a better world.Las Nuevas Tecnologías nos han inmerso en un mundo interconectado antes impensado y replanteando nuevos paradigmas para materializar nuestros proyectos y agendas de cooperación tanto regionales como globales. La pandemia digitalizo los servicios y dio múltiples usos a las Tecnologías de la Información y la comunicación. La democracia es la forma de gobierno que caracteriza a un estado cuyo principal valor es la Libertad. Los valores republicanos, constitucionales y de Derechos Humanos son fundamentales para sostener y promover el estado democrático. El objetivo de este trabajo es argumentar el impacto de las Nuevas Tecnologías en la sociedad, especialmente con la pandemia, y el rol de la democracia, en un tejido social que ya estaba muy dañado, y que sufrió más menoscabos a sus Derechos Humanos a partir de la crisis del COVID 19. La metodología es partir de las bases generales, deductivas, para lograr una hipótesis de trabajo argumentada, con seriedad, para luego partir a algunas conclusiones puntuales de lo que fue la quita de libertades y de garantías procesales en pandemia. Es este Nuevo Renacimiento donde nos encontramos, con un mundo altamente tecnificado, innovativo, pero con graves brechas no solo digitales, sino económicas y sobre todo emocionales. Nuestro deber es construir un mundo mejor.As novas tecnologias nos imergiram em um mundo interconectado antes impensável e repensando novos paradigmas para materializar nossos projetos e agendas de cooperação, tanto regionais quanto globais. A pandemia digitalizou os serviços e deu múltiplos usos às Tecnologias de Informação e Comunicação. A democracia é a forma de governo que caracteriza um estado cujo principal valor é a liberdade. Os valores republicanos, constitucionais e de direitos humanos são essenciais para sustentar e promover o estado democrático. O objetivo deste trabalho é discutir o impacto das Novas Tecnologias na sociedade, principalmente com a pandemia, e o papel da democracia, em um tecido social já bastante prejudicado, e que sofreu mais violações de seus Direitos Humanos a partir da pandemia do COVID 19. A metodologia é partir das bases gerais, dedutivas, para chegar a uma hipótese de trabalho seriamente argumentada, e depois partir com algumas conclusões específicas do que foi a retirada de liberdades e garantias processuais em uma pandemia . É neste Novo Renascimento que nos encontramos, com um mundo altamente técnico, inovador, mas com graves lacunas, não só digitais, mas também económicas e, sobretudo, emocionais.
