Resumo: The purpose of this dissertation is to analyze the effectiveness of the Public Civil Action when faced with the suspension of individual actions. For this purpose, the procedural instrument of Public Civil Action will be exhaustively examined, as a member of the micro-system of collective actions, regulated by art. 129 of the Federal Constitution and Law No. 7347 of July 24, 1985. It is understood that the Public Civil Action has a relevant function in the defense of rights and interests of transindividual nature, covering more effectively conflicts that were solved in the sphere of individual proceedings
