The aim of this work is to analyze the mobility of the poor at RMSP and verify how fare measures specially the Bilhete Único affected the service provided by Subway. This study is justified, because the urban mobility is fundamental to all society, with quality guaranteed in order to promote the welfare. The research shows the importance of public policy development focused on collective public transport, because mobility is directly proportional to income, in other words, the lower the income the lower the mobility. The poor had to search for homes distant from their activities and opportunities that, mostly, are located in São Paulo city downtown, being obligated so, to spend more time and money in their displacement. Due to this, the governmental authorities launched from 2006 the Subway integration with Bilhete Único, as a way to combat this problem. The research procedure used is the bibliography research. A empirical data verification is also held as a way of further research theme. The empirical data provided by Research O/D made by Subway gave conditions to characterization of the poor and their mobility. Then, it has been verified, through data provided by Subway management operations, how the BU integration in 2006 affected the demand and the Subway service. It was concluded that the problem of poor mobility of the RMSP can be tackled with measures such as integration with the BU, however, this is not enough, it need to be extended and improved. In a higher instance, the improvements need to be accompanied by actions such as the subway expansion, improvement of the existing, making it more efficient and safe, mainly, besides encouraging integration among all the modal, from bicycle to monorail which is already under construction
