This work is based on the reflection and demonstration, through the deductive method, that the international normative system of Human Rights is perfectly coherent and harmonious with the inter-American perspective for the effectiveness of Human Rights, in matters of DESCA, that is, of the rights economic, social, cultural and environmental, in the American continent. In this sense, this research seeks to elucidate and register, with the evolution of the chapters, knowledge of historical, globalization, economic, conceptual, as well as legal elements in the environment of the object presented, which deals with the inter-American perspective for the effectiveness of Human Rights, in matters of DESCA, as well as the need for coherence and harmony in the international system of Human Rights and in its different perspectives will be proposed and defended and, in this area, it will be possible to verify if this mechanism of DESCA, in the inter-American perspective of the effectiveness of these rights, to light of the contemporary concept of Human Rights, is valid and, as such, can be adopted by Member States in the region
