The phenomenon of global warming led to the adoption, within ambit of the international legal regime on climate changes, of the system based on the use of economic instruments to achieve environmental objectives. Fruit of the United Nation Framework Convention on Climate Changes, the Kyoto Protocol embodies this new conception based on the use of flexible mechanisms, enablers of environmental outcome, including the Clean Development Mechanism. The need for greater control over greenhouse gas emissions, couple with the urgency of preserving the remaining forest areas – major carbon reservoirs – have led to the formulations of a new mechanism, to establish a form of compensation for reducing emissions from deforestation and degradation (REDD). Through this instrument, whose design is discussed in terms of negotiations to the new climate deal; the goal is to encourage the conservation of forests, of wood so as to contribute to a better climatic balance and for the sustainable use of natural resources, with positive effects also in the economic and social areas. This paper covers the fundamentals that allow the adoption of compensatory measures for reducing emissions from deforestation and degradation and challenges and benefits that this initiative represents, intending thereby to contribute to a broad understanding of the subject
