This dissertation will describe the inclusive education and its challenges to be implemented in the public education system, covering three civil society organizations - OSC with more than twenty years working in education for disabled people – PCD. From their experience it will be presented the challenges faced and the recent achievements, their opinions with regards to the current policy and how the OSC can help in the change process. The methodology which was adopted considered research with OSC using structured interview covering the vision of these OSC with regards to the current education policy their challenges and improvements and their implementation in public schools. The results and conclusions of the study show two important issues in the current system that can be improved. The first one deals with the necessity of approximating schools and the OSC aiming to make use of the existing OSC´s experience in public schools. The second one shows the relevance of the law makers and how they improve the existing law promoting public audiences motivating all sectors of the society to participate in the process
