Democracy on crisis! This has been the headline of several headlines in newspapers and books since the 2008 financial crisis, and there is an emptying of the power of representation in the traditional model of democratic governments. Since then, many initiatives, mainly aimed at transparency and open government have been trying to recover communication channels and reduce hiss between public actors and society. But is just increasing transparency enough to restore confidence in the government? For this reason, it was defined as the objective of this research to understand as one of the model cities of OGP, São Paulo. uses transparency to create a space for discussion, and how it alters informational relations between citizens and public bodies. In order to carry out this study, we opted for the combination of the use of secondary data, about transparency itself and open government initiatives, and participatory research, in which I went to the workshop, events, audiences and participated in discussions in person and virtually. The databases used were made available by PCSP and CMSP, and are available virtually. From the crossing of experience and experience with data extracted from the base, it was noted that there were improvements in the channels of service to the population as well as a simplification of the communication process. The number of entries used to express ideas in the goal plans, simplified organization and follow-up, and workshops for training the population on how to use open data by other members of civil society have increased the efficiency of government accountability and has been reducing noise in responding to requests for information via LAI
