This thesis aims to observe the increase in environmental degradation and changes in the global environment and aims at analyzing the human dimension of these changes, which emerge from the scenario of insecurity, risks and uncertainties accentuated with the recent debate on climate change. The increasingly frequent occurrence of environmental disasters and the degradation of essential environmental resources, compromising life on the globe. In this sense, an adequate national response to the complexity of the problem in question requires recognition of an internal response to this new category of refugees; requires, the construction of strategies for preventing and combating the multiple causes of displacement. In order to address the existing regulatory gap, an integrated approach is proposed, identifying important elements in international regimes that can contribute to the construction of an innovative global commitment compatible with the new national dynamic, environmental refugees, especially Haitians
