Resumo: The current international scenario shows a great growth of mass migrations, especially of those with forced character, as is the refuge. Millions of people are forced to leave their home countries in search of shelter and protection. In view of the new migratory flows, Brazil has become one of the countries chosen as destination. Therefore, the present work aims to analyze both Brazilian and international legislation on refuge, as well as the parameters of responsibility of the international community, in order to demonstrate if there is respect for the dignity of the human person and guarantee of the exercise of citizenship of the forcibly displaced people, while establishing the gaps and challenges to be overcome in order to achieve a true global citizenship
