Law No. 12.462 / 2011, regulated by Federal Decree No. 7581/2011 to institute the Differentiated System of Procurement, brings elements that signify important progress with regard to the formation and execution of the works contract administration, since it breaks with some fundamental premises of Law 8,666 / 93. The large main innovation brought by the new public procurement system was integrated contracting, this system that gives more autonomy to the individual in developing the project. On the other hand it is also transferred to the particular large portion of the risk of the enterprise, that this factor too may endear the venture. In order to reduce risk, call risk rate was established. The integrated system of hiring is something that is still in development, certainly some adjustments will be made
