Currículo: educação ambiental e gerenciamento de riscos em escolas próximas à Petrobras no município de Santos/SP

Resumo: The research is based on studies on sustainability, environmental policy, social management of the risks generated by oil and gas on the network of oil and gas ducts of Petrobras. The goal is to gather and classify what academic studies in Postgraduate program and what projects were undertaken in schools with the participation of the Education Secretariat of the municipality of Santos/SP. It is necessary for appearing in this work be a project facing the environmental education and management risk followed by an emergency plan to protect the population living in the area and vicinity of the Petrobras oil ducts. The method employed is of qualitative research that performs bibliographic analysis of academic production in the period 2005-2010, post graduated and doctoral programs in the State of São Paulo and the analysis of survey of projects developed in elementary schools in the municipality of Santos. As the procedure we followed Bardin content analysis (1995) of selected theses and dissertations. Guiding the research we had three questions: a) is there a consciousness of planetary citizenship and professional commitment among those responsible for carrying out preventive measures for situations of risk both to the environmental integrity of school units? (b)) which curriculum involves interdisciplinary actions and reflections among education professionals and the community, on public policies and management of environmental risks? c) Is there a democratic management when educators and community dialogue on environmental education and management of risks? The result of research points out that 294 (66 theses and 228 master‟s thesis) were developed in postgraduate courses in Universities in the State of São Paulo. Twenty-seven (27) (three theses and 24 master‟s thesis) developed in master and doctoral programs in Education related to Santos district and 133 dissertations were developed in the program of master's degree in Education in Santos. When analyzing of contents of the researches, participation in projects submitted by researchers that do not work at school, in most cases, shows the participation of students without the involvement of teachers, otherwise, under observation research, the work produced in Educational Secretarial of the municipality of Santos/SP was the excellence of academic professional teams, projects focused on community diversity of each school unit and also there is concern in the training of teachers in teleteaching programs for environmental education. From the results, presented a Curriculum in Environmental education and risk management suggestion for the regions close to Petrobras oil ducts

O objetivo é reunir e classificar quais estudos acadêmicos nos Programas de Pós-Graduação Stricto Sensu e quais os projetos foram realizados nas escolas com a participação da Secretaria de Educação do município de Santos/SP. É condição para figurar neste trabalho, ser um projeto voltado para a Educação Ambiental e para o gerenciamento de riscos, seguidos por um plano de emergência para proteger a população que vive na área e adjacências das instalações dos dutoviários da Petrobras. O método empregado é o da Pesquisa Qualitativa que realiza a análise bibliográfica da produção acadêmica no período de 2005 a 2010, nos programas de Mestrado e Doutorado no Estado de São Paulo e a análise do levantamento dos projetos desenvolvidos no Ensino Fundamental no Município de Santos. Como procedimento, seguiu-se a análise de conteúdo de Bardin (1995) das teses e dissertações selecionadas. As questões norteadoras são três: a) Há consciência da cidadania planetária e compromisso profissional entre os responsáveis para a realização de medidas preventivas para situações de risco tanto visando a proteção ambiental como a integridade das unidades escolares? b) Quais currículos envolvem reflexões e ações interdisciplinares entre os profissionais da educação e a comunidade, sobre as políticas públicas e os gerenciamentos dos riscos ambientais? c) Há uma gestão democrática com educadores e comunidade dialogando sobre a educação ambiental e gerenciamentos de riscos? O resultado da investigação aponta que 294 trabalhos (66 teses e 228 dissertações) foram desenvolvidos nos cursos de Pós-graduação de Universidades do Estado de São Paulo. Vinte e sete (27) (três teses e 24 dissertações) desenvolvidas nos programas de Mestrado e Doutorado em Educação direcionados para a Baixada Santista e 133 dissertações foram desenvolvidas no programa de Mestrado em Educação em Santos (133 é referente às dissertações do programa de Educação e duas foram direcionadas à Educação Ambiental). Na análise de conteúdos das pesquisas, constata-se que a participação nos projetos apresentados pelos pesquisadores externos à escola, na maioria das vezes, há a participação dos alunos sem envolvimento dos docentes. Já em pesquisas de observação, os trabalhos produzidos nas escolas são centrados na coleta seletiva e poluição da água. Em relação aos projetos desenvolvidos pela Secretaria Municipal de Santos, constatou-se a excelência da formação acadêmica dos profissionais das equipes, projetos voltados para a diversidade comunitária de cada unidade escolar e também há preocupação na formação dos professores em programas de EAD destinados à Educação Ambiental. A partir dos resultados, apresenta-se uma Proposta Curricular em Educação Ambiental e gerenciamento de riscos para as regiões próximas às dutovias da Petrobras.
