Resumo: The work deals with Provisional Measure No. 984, issued by President Jair Bolsonaro, with argumentative initiative from then-president of Flamengo, Roberto Landim. Among other changes, the measure determined the need for contracts to be signed only with the home teams for broadcasting, aiming to prevent the "blackouts" caused by the decentralization of broadcasting, as well as increasing funds provided by economic competition, from a liberal perspective. Brazilian football has undergone many transformations in the structure of its broadcasting rights over three decades of history. The Clube dos 13 (Group of 13) emerged in 1987 when the Brazilian Football Confederation claimed there was no money to organize the Brazilian Championship. As a result, we had the first collective bloc, with clubs negotiating for themselves, even without the participation of the remaining league members. However, the hope for a collective negotiation went down the drain in 2011 when it was adopted that negotiations would be conducted directly and individually with Globo for broadcasting rights, which resulted in a clear lack of transparency and disorganization

Dentre outras alterações, a Medida determinava a necessidade de contrato firmado apenas com os mandantes das partidas, para transmissão, que tinha com o intuito evitar os “apagões” culminados pela descentralização de transmissão, bem como aumento das verbas providas pela concorrência econômica, sob o ponto de vista liberal. O futebol brasileiro passou por muitas transformações na estruturra de seus direitos de transmissão em três décadas de História. O clube dos 13, surgiu em1987, quando a CBF alegou que não havia dinheiro para organizar o Campeonato Brasileiro, diante disso tivemos o primeiro bloco coletivo, dos clubes negociando para os próprios clubes, ainda que não presentes os demais partícipies da liga.
