Neoliberal management of precarity: rental housing as a new neoliberal frontier of housing financialization

Resumo: The rise of rental housing as a form of tenure has been observed in Latin America, in the context of neoliberal inflection of social policies, financialization and commodification of popular territories. Corporate landlords linked to global financial managers operate in residential markets, articulated by digital platforms that enable them to concentrate the extraction of a dispersed rent flow, with large capacity of outreach and regulatory flexibility. In the lucrative popular real estate market, informal rental housing is fueled by evictions and a new generation of public rental housing policies, either through Public-Private Partnerships or through the introduction of vouchers, which link informal rental housing markets to finance, impacting urban popular territories and redefining housing as a service.

Senhorios corporativos vinculados a gestores financeiros globais operam, no mercado residencial, através de plataformas digitais, concentrando a extração de renda de aluguel dispersa, com grande alcance e flexibilidade normativa.
