Resumo: | Considered as forms of flexibilizing urban planning and capturing land value, urban consortium operations are instruments included in the City Statute for the conduction of large urban projects using public-private partnerships. Aiming to assess their implementation across the country, this research surveyed the cases of urban consortium operations in Brazilian cities. As a result, a high degree of dissemination of the instrument was found, present in master plans of all the regions of the country and in different urban realities. However, a low rate of transformation of the instrument into law was also found, as well as judicialized proposals, revoked laws and uninitiated projects, demonstrating the attractiveness of the operations and the existence of difficulties in their implementation. Finally, the study approaches problems related to access to projects’ information and transparency. |

Buscando avaliar sua implementação nacionalmente, esta pesquisa levantou os casos de operações urbanas consorciadas nos municípios brasileiros. Como resultado, encontrou-se um alto grau de difusão do instrumento, presente em planos diretores de todas as regiões do País e em realidades urbanísticas diversas. Entretanto, encontrou-se um baixo índice de transformação do instrumento em lei específica, além de propostas judicializadas, leis revogadas e projetos não iniciados, demonstrando a atratividade das operações e as dificuldades em sua implementação.
