Resumo: This thesis presents studies that aimed at offering visibility to the political and social struggles of lesbian-feminist women in the context of Public Policies for Women. Objective: research, considering studies of social psychology and feminist gender studies, as national policy plans for women are enables visualization and including the demands of lesbians; and investigate how articulate themselves women who self-identify as lesbians and feminists, activists of the Brazilian League of Lesbians of Rio Grande do Sul, in actions of social movement in search of inserting their claims and acquisition of rights in public policies women, while Brazilian citizens. Method: in the composition of the thesis, four studies were conducted. The first study aimed to present reflections on issues related to women's studies and the place of lesbian women and their claims, presents in the history of feminism. The second study presents an analysis of documents on the I and II PNPM, aiming to investigate if the discourses present in the shaft of health, sexual and reproductive rights policies are enables visualization the specific demands of lesbians. The third study concerns three reflections on PNPM, aiming to investigate and understand the construction of discourses present in the axis of coping against racism, sexism and lesbophobia are enables visualization the specific demands of lesbians. In studies of documentary analysis of PNPM, Atlas / Ti computer tool was used, which has been an important feature of qualitative research methodology. Finally, the fourth study presents the research conducted by the method of participant observation, which aimed to understand how women who self-identify as lesbian and who actively participate in the LBL-RS are articulating, to achieve visibility and to ensure rights in the sphere of the National Secretariat of Policies for Women. Results: Was possible to identify, from the analyzes of PNPM, which over its three editions, have occurred important changes that promoted the visibility of lesbians demands, though still recognized as insufficient and incipient to the wide range of needs and political actions specificities. It was also recognized that acquired visibility in the political and social scenario, happened because of the important role of the actresses of the social movement of the Brazilian League of Rio Grande do Sul, in claiming their rights for the construction of public policies for all women. Conclusion: However, it was possible to see how psychology has to grow at the time they propose to dialogue with social movements and give voice to the silenced and invisibilized people in our society, and to recognize in social psychology, the insertion of the analysis field of construction of public policies that promote the right to life and citizenship. Objetivo: investigar, a partir dos estudos da psicologia social e dos estudos feministas de gênero, como os planos nacionais de políticas para mulheres estão visibilizando e incluindo as demandas das mulheres lésbicas; bem como investigar como se articulam as mulheres, que se autoidentificam como lésbicas e feministas, militantes da Liga Brasileira de Lésbicas do Rio Grande do Sul, em ações do movimento social na busca de inserção de suas reivindicações e aquisição de seus direitos nas políticas públicas para as mulheres, enquanto cidadãs brasileiras. Método: na composição da tese, foram realizados quatro estudos. O primeiro estudo teve como objetivo apresentar reflexões sobre questões relacionadas aos estudos feministas e o lugar das mulheres lésbicas e suas reivindicações, pautadas na história do feminismo. O segundo estudo apresenta uma análise documental sobre o I e o II PNPM, com o objetivo de investigar se os discursos presentes no eixo de saúde, direitos sexuais e reprodutivos das políticas públicas estão visibilizando as demandas das especificidades das lésbicas. O terceiro estudo aborda reflexões sobre os três PNPM, com o objetivo de investigar e compreender se a construção dos discursos presentes no eixo de enfrentamento ao racismo, o sexismo e a lesbofobia estão visibilizando as demandas das especificidades das lésbicas. Nos estudos de análise documental dos PNPM, foi utilizado a ferramenta de informática Atlas/Ti, que se mostrou um importante recurso metodológico de pesquisas qualitativas. Para finalizar, o quarto estudo apresenta a investigação, realizada através do método de Observação Participante, que teve como objetivo compreender a forma como as mulheres que se autoidentificam como lésbicas e que participam ativamente da LBL-RS estão se articulando, para conquistar visibilidade e garantir direitos, na esfera da Secretaria Nacional de Políticas para Mulheres. Resultados: Foi possível identificar, a partir das análises dos PNPM, que ao longo das suas três edições, ocorreram importantes mudanças que promoveram a visibilidade das demandas das mulheres lésbicas, mesmo que ainda reconhecidas como ações políticas insuficientes e incipientes para o leque amplo das suas necessidades e especificidades. Também foi possível reconhecer que a visibilidade conquistada no cenário político e social ocorreu devido ao importante protagonismo das atrizes do movimento social da Liga Brasileira do Rio Grande do Sul, na reivindicação de seus direitos para a construção de políticas públicas para todas as mulheres. Considerações Finais: Contudo, foi possível ver o quanto a psicologia tem a crescer no momento em que se propõem a dialogar com os movimentos sociais e dar voz à população silenciada e invisibilizadas em nossa sociedade, bem como reconhecer na psicologia social, a inserção do campo de análise de construção de políticas públicas que promovam direitos à vida e cidadania.Made available in DSpace on 2015-04-14T13:22:20Z (GMT).
