O programa nacional de alimentação escolar e seus impactos para os agricultores assentados

Resumo: This study aims to analyze how we are giving, namely the accession of agrarian reform settlers the National School Feeding Programme (PNAE). Within this analysis we considered a set of objectives, which are: capture the difficulties encountered by the settlers who joined the program, registering the potential for acceding settlers, highlight the possible impacts on food production and income of the settlers know social relationships established between members settlers and the relationship between them and the other organizations that have been involved with the program. To meet these objectives, we used a qualitative and quantitative approach to research, a dialectical-critical conceptual perspective, considering the historicity, and all the contradiction. Although research present mixed approach (qualitative and quantitative) there is a predominance of qualitative data. The technique used to analyze the collected data was content analysis. The sample universe was restricted to the settlements in the metropolitan area of Porto Alegre (RS) due to various factors, such as institutional terms, development of settlements, among others. The results showed that there is an increase in the production of settlements due to the PNAE, just as there is a positive impact on the income of settlers and these results are helping to set the settlers in their respective settlements. It was realized that there are numerous barriers that hinder the development of the program in the settlements and they range from misinformation about the PNAE, disability structure and logistics, discontinuity of municipal administrations, seated prejudice against the lack of dialogue between the parties involved with the program, among others. It is noteworthy that we saw the occurrence, between the settlers, an alienation process in relation to the work process (the opposite of alienation in the Marxian sense). It follows, therefore, that the PNAE has positive impacts on the lives of the settlers and the membership thereof, the program can not be considered negligible in the locations studied. In addition, it was found that there is potential for increased adherence of the settlers to sharpening program the positive impacts cited.

Dentro desta análise considerou-se um conjunto de objetivos, que são: captar as dificuldades encontradas, pelos assentados que aderiram ao Programa, registrar as potencialidades para os assentados aderentes, evidenciar os possíveis impactos provocados na produção de alimentos e na renda dos assentados, conhecer as relações sociais que se estabeleceram entre os assentados aderentes e a relação entre estes e as demais organizações que têm se envolvido com o Programa. Para responder a estes objetivos utilizou-se uma pesquisa de abordagem qualitativa e quantitativa, numa perspectiva conceitual dialética-crítica, considerando a historicidade, a totalidade e a contradição. Apesar da pesquisa apresentar enfoque misto (qualitativo e quantitativo) há a predominância de dados qualitativos. A técnica utilizada para analisar os dados coletados foi a análise de conteúdo. O universo de amostra ficou restrito aos assentamentos da região metropolitana de Porto Alegre (RS), devido a diversos fatores, como: prazos institucionais, desenvolvimento dos assentamentos, entre outros. Os resultados evidenciaram que existe aumento na produção dos assentamentos em função do PNAE, assim como existe reflexo positivo na renda das famílias assentadas e estes resultados estão ajudando a fixar os assentados nos seus respectivos assentamentos. Foi percebido que existem inúmeros entraves que obstaculizam o desenvolvimento do Programa nos assentamentos e os mesmos vão desde a desinformação sobre o PNAE, deficiência de estrutura e logística, descontinuidade das gestões municipais, preconceito contra os assentados a falta de diálogo entre as partes envolvidas com o Programa, entre outros. Destaca-se que foi possível perceber a ocorrência, entre os assentados, de um processo de desalienação em relação ao processo de trabalho (o oposto a alienação no sentido Marxiano). Conclui-se, portanto, que o PNAE apresenta impactos positivos na vida dos assentados e que a adesão dos mesmos, ao Programa, não pode ser considerada insignificante nos locais estudados.
