Resumo: After 20 years competing for the preference of the electorate in presidential campaigns, the Brazilian Worker’s Party and the Social Democratic Party met again in 2014 for another round, amid a perceived process of political cleavage and radicalization of speech. It was in this context, with a strong social media presence, that the expression "Hate Speech" became part of the vocabulary of opinion leaders, and started to be applied, by the both sides, to accuse their opponents of encouraging a social disrupture. The present thesis positions political hatred at the same realm of class, race, ethnicity or religion hatred, and analyzes the very presence of incitement of hate, by measuring the offensive potential of speeches (POD), a method presented here to compare the discourses of the two political streams that went for the second round in Brazil 2014. The research concludes that the incitement of hate was systematically used by the two parties, points out the characteristics that differentiate these discourses, and the correspondences between these messages, used for electoral purposes, and those that fomented anxiety, represented the adversary as the enemy, and contributed to trigger events of mass violence and genocide.

En este contexto, con una fuerte presencia de los medios sociales, que la expresión "Discurso de Odio" pasó a formar parte del vocabulario de los formadores de opinión brasileños, ya ser utilizada, por un lado y otro de la campaña, para acusar a sus adversarios de alentar la ruptura del cuerpo social. Esta tesis posiciona el odio político en el mismo nivel de los odios de clase, raza, etnia o religión, y analiza la presencia de la incitación al odio político a partir del método de medición del potencial de ofensividad de los discursos (POD), presentado aquí para compararlos discursos de las dos corrientes que llegaron al 2º turno en aquella elección. La investigación concluye que la incitación al odio fue utilizada sistemáticamente por las dos campañas, y señala las características que diferencian esos discursos, así como las correspondencia entre esos mensajes, utilizados para fines electorales, y aquellas que fomentaron la ansiedad, la construcción de la imagen del hombre, adversario como enemigo, y contribuyeron al desencadenamiento de eventos de violencia de masa y genocidio.Depois de 20 anos competindo pela preferência do eleitorado em campanhas presidenciais, os partidos PT e PSDB se reencontraram, em 2014, para mais uma disputa, em meio a um percebido processo de divisão política e radicalização dos discursos. Foi em meio a esse contexto, com uma forte presença das mídias sociais, que a expressão “Discurso de Ódio” passou a fazer parte do vocabulário dos formadores de opinião brasileiros, e a ser utilizada, de um lado e de outro da campanha, para acusar seus adversários de incentivarem a ruptura do corpo social. Esta tese posiciona o ódio político no mesmo patamar dos ódios de classe, raça, etnia ou religião, e analisa a presença da incitação ao ódio político a partir do método de medição do potencial de ofensividade dos discursos (POD), apresentado aqui para comparar os discursos das duas correntes que chegaram ao 2º turno naquela eleição.
