Principals' perspectives on the schools management model

Resumo: More than a decade since the entry into force of the Portuguese school management and administration model, it is urgent to know and interpret the perspectives of the Principals of Basic and Secondary Schools on the application of the regulations in force. After 30 exploratory interviews, which made it possible to create the design of the subsequent quantitative study, a national survey was carried out with a representative sample of 83 Directors of Schools or School Groups to know their opinions on the management model. It is concluded that the role of external stakeholders, namely families and the community, is viewed with suspicion and undervalued at the General Council level; that they assume the increased power of the Principals, but favouring the traditional participation of other elements of the school community; and that the autonomy of schools is more theoretical than practical, due to the inexistence of the necessary instruments for its affirmation. Lessons are drawn for the future of school management in Portugal.

Lessons are drawn for the future of school management in Portugal. Mais de uma década desde a entrada em vigor do modelo de gestão e administração escolar português, urge conhecer e interpretar as perspetivas dos Diretores das escolas do Ensino Básico e Secundário sobre a aplicação dos normativos em vigor. Após 30 entrevistas exploratórias, que permitiram criar o desenho do estudo quantitativo subsequente, foi realizado um inquérito a nível nacional a uma amostra representativa de 83 Diretores de Escola ou Agrupamentos de Escola, visando conhecer as suas opiniões sobre o modelo de gestão das mesmas. Conclui-se que o papel dos stakeholders externos, nomeadamente as famílias e a comunidade, é olhado com desconfiança e desvalorizado ao nível do Conselho Geral; que o poder acrescido dos Diretores é por eles assumido, mas privilegiando a tradicional participação dos outros elementos da comunidade escolar; e que a autonomia das escolas é mais teórica do que prática, por via da inexistência dos instrumentos necessários para a sua afirmação.
