Políticas Públicas Desportivas: enfoque nos Centros Estaduais de Convivência da Família e do Idoso em Manaus

The constitutionalization of sport in the 1988 Constitution brought new hopes and individual and collective realities to the Brazilian people. When it was raised for the first time in the history of the country to the category of fundamental social law, based on the principle of the dignity of the human person, it became the duty of the State to promote formal and non-formal sports practices as a right of every citizen, being a state obligation to guarantee to all Brazilians the sporting events represented by educational sport, sports participation and sport of income. Since then, the State's involvement in the development of sport has been a fruitful object of public policy analysis. The finding that public policies can influence the lives of all, since the processes and results of policies always involve several socialgroups, impel the investigations in this area of studies still recent in Brazil. In Amazonas, production is scarce in this area, which led us to examine what the State Government has done in the scope of state sports public policies. In order to understand the context of the so-called Support Project for the activities of the Secretariat of State for Youth, Sports and Leisure in the State Centers for Familyand Elderly Living in Manaus and to what extent this Project contributes to local sports development, the study objectives were: (i) to identify the Centers for Family and Elderly Living in Manaus as a promotion of sports in Amazonas; (ii) to contextualize the Coexistence Centers within the scope of the public sports policies of the Amazon; (iii) characterize the State Coexistence Centers; (iv) toanalyze the performance indicators of the Project to support the activities of the Secretariat of State for Youth, Sports and Leisure in the State Centers for Family and Elderly Living in the city of Manaus. Methodologically, it was the task of documentary research, with the support of literature review, to pave the way so that answers could be obtained for the initial interrogation and the establishedobjectives. The main conclusions indicate that: (i) the Project is part of the public sport policies of the State Sports Department and is specifically aimed at promoting participation sports; (ii) the Project contributes to local sports development in that it prioritizes the democratization of access to sports and leisure practices and enables the Amazonian citizen to exercise his constitutional right to sport; (iii) the Project's activities promote social inclusion through sport, contribute to the integration of practitioners in the fullness of social life and in the exercise of citizenship, providing human development and dignifying the lives of people, especially those in situations of social vulnerability.
