The article outlines the evolution of social policy as an element of identity in the construction of the European Union, tracing the historical facts that are decisive for the understanding of progress and retreats in European social integration. It discusses to what extent the legal and political framework, moderated by the context of the last decades, gives the social policy of the Member-States a more European or a more national dimension. Pension policy is presented as an example of measuring European influence in a particularly important topic of social issues. The most relevant conclusion is that social policy has never been at the forefront of the Union’s objectives, and therefore an explicit regulation of the subject has been avoided. However, the mechanisms of indirect influence of the Union on Member States’ social policies, based on economic and financial parameters, have been strengthened.
