Resumo: This communication results from the project carried on at the Center for Innovation, Technologyand Entrepreneurship of INESC TEC, within the scope of a dissertation in Information Science, area ofInformation Management and information services. It focuses the University in the context of the NationalInnovation System (SNI), whose institutional structure presents a heterogeneous universe of public andprivate entities that interact and depend on networks and cooperation in order to: 1) produce R&D; 2)disseminate and transfer knowledge; 3) develop products or other tasks essentials to innovation. Startingfrom the leverage role that University plays in the Information Age, we present the U.InovAcelerator projectwhich aims to develop an Observatory of Innovation at U.Porto directed to the monitoring of innovationthrough the collection, systematization and dissemination of privileged information servicing the universityand its third Mission. This project is structured around three key outcomes: 1) an innovation chain model; 2)an innovation indicators model; and 3) an informational, technological and services model, the main resultof the dissertation. It adopts an informational perspective of the R&D+I processes and entrepreneurship,assuming as research basis the quadripolar elliptical interaction to approach the infocommunicationalprocess in the context of innovation, underlining the interdisciplinary background and pointing to a holistic perspective. The activities carried out include the analysis of information needs, the identification of anobservatory design principles, the requirements specification, as well the design of the essential workflows,the data model and the programmatic interfaces.
