Urban forms for areas of socio-environmental conflict in APP's: Models for the challenges of the Ressaca Areas of Macapá-AP

Resumo: Approaching urban morphology as a study of the elements that constitute the landscape in its multiple forms of appropriation is directly related to climate issues. Such manifestations and territorial uses, generators of environmental vulnerability, correlate and intensify socio-environmental problems, as occurs in the Permanent Preservation Areas - APP occupied in the midst of uneven and disoriented urban expansion. The present work has as its object the floodplain areas of Macapá, APP's locally called "Ressaca Areas". The work aims to contribute to the discussion on urban models that are more suitable for storm surges, based on the understanding of the roots of the conflict that affects them and based on the social, environmental and urban consequences already visible in Macapá. To this end, two cases can promote more suitable propositions for coexistence between the population and the environmentally relevant areas: the riverside town of Afuá in Pará, located in the same region as Macapá and whose cultural realities are similar, and the community of Makoko, in Lagos, Nigeria, largest water slum in the world. The analysis will focus on the evaluation of these built spaces, interpreting them as urban models, associated with the elements of urban governance and the role of the community, in order to arrive at a form of ecosystem adaptation at the local scale.

Tais manifestações e usos territoriais, geradores de vulnerabilidade ambiental correlacionam e intensificam os problemas socioambientais, como ocorre nas Áreas de Preservação Permanente - APP ocupadas em meio a expansão urbana desigual e desorientada. O presente trabalho tem por objeto as áreas de várzea de Macapá, APP’s denominadas localmente de “Áreas de Ressaca”. O trabalho visa contribuir à discussão sobre modelos urbanos mais adequados às ressacas, a partir do entendimento das raízes do conflito que as afeta e tendo por base as consequências sociais, ambientais e urbanísticas já visíveis em Macapá. Para tanto, dois casos podem impulsionar proposições mais adequadas para a convivência entre a população e as áreas ambientalmente relevantes: a cidade ribeirinha de Afuá no Pará, localizada na mesma região que Macapá e cujas realidades culturais se aproximam e a comunidade de Makoko, em Lagos, Nigéria, maior favela aquática do mundo.
