The evolution of the road system and the dismantling of a fluvial neighborhood: the case of Penha (1930 - 2018)

Resumo: This paper discusses the relation between road system, site and hydrography, as an agency that configures a palpable identity of the urban form, based on the material evidence of some of its main constituent characteristics. The city of São Paulo, exponent of a contemporary metropolis, is taken as an object of analysis, and the Penha neighborhood, in the eastern part of the municipality, as a study case that presents a radical transformation in the time, evidencing, nowadays, a series of conflicts. The methodology consists of two procedures, respectively: systemic decomposition of the urban tissue, with an emphasis on the road system and the identification of two concomitant scales - local tissues and the metropolitan infrastructure network; elaboration of six cartographic slides in the 1: 50,000 scale, which served both to demonstrate the radical transformation of the urban fabric and to identify the conflicts resulting from the interface between the hydrography, the cantilever bed, pavement and the plot, which constitute the public space of the route urban, as well as eighty four "street box" designs, which show, schematically, what are the main characteristics of these conflicts.

A cidade de São Paulo, expoente de uma metrópole contemporânea, é tomada como objeto de análise, e o bairro da Penha, na zona leste do município, como estudo de caso específico, por ser um estrato de tecido urbano que apresenta uma transformação radical no tempo, evidenciando, na atualidade, uma série de conflitos.
