Resumo: This paper addresses the existing procedures and instruments of healthcare planning in the context of the Brazilian Unified Health System – SUS. We discussed the competences of each State, the current legislation and regulations and the existing planning instruments and procedures: Healthcare Plan, Yearly Health Program, Management Report, Four Month Period Detailed Report, Integrated Regional Planning. Furthermore, we highlighted the role legally attributed to the Healthcare Councils in the three spheres of Government. These councils are responsible for establishing guidelines to be observed in the development of healthcare plans, but we also pointed the obstacles for their effectiveness. Hence, in dialogue with the literature available on this matter, we stressed some of the difficulties and challenges to be overcome.

Discorre sobre as competências dos entes federados, sobre a legislação e normas vigentes que regulam a matéria e os instrumentos existentes para o processo de planeamento: Plano de Saúde, Programação Anual de Saúde, Relatório de Gestão, Relatório Detalhado do Quadrimestre e Planeamento Regional Integrado. Destaca o papel legalmente atribuído aos conselhos de saúde, nas três esferas de governo, que devem estabelecer as diretrizes a serem observadas na elaboração dos planos de saúde, apontando, todavia, as dificuldades para que isso aconteça.
