Researching policy presence and absence: implications and practicalities for urban policy mobilities

Resumo: Researching comparatively urban policymaking processes has become an ordinary praxis within urban policy mobilities studies. While it has been broadly accepted that thinking through relational dualisms, such as that of policy presence/absence, is useful to examine urban policymaking processes across multiple spatialities and temporalities, less attention has been paid to how we comparatively study such arenas. This article stands as an invitation to reflect on the methodological issues and implications of studying through sites and situations of policy presence and absence within urban policy mobilities. Building on a reflexive learning ontology that emerged out of an academic project that examines the relational and territorial (un)making of Business Improvement Districts across four English town centers, the article discusses how access to, navigation through and thickness of the evidence obtained from the research field is sensitive to the sites and situations of policy presence and absence where the research takes place. It is argued that studying such dissimilar policy arenas should encapsulate flexible research strategies to better attune to the situated processes and politics that engendered such policy outcomes. To address this concern, the article reflects on how positionality, institutional memory and chronopolitics should inform methodological praxis when researching sites and situations of policy presence and absence.

Embora seja geralmente aceite que pensar através de dualismos relacionais, como o da presença/ausência de política, é útil para examinar os processos de formulação de políticas urbanas em múltiplas espacialidades e temporalidades, tem sido dada menos atenção à forma como estudamos comparativamente essas arenas. Este artigo constitui um convite à reflexão sobre as questões metodológicas e as implicações do estudo através de sítios e situações de presença e ausência de políticas em mobilidade de políticas urbanas. Com base numa ontologia de aprendizagem reflexiva que emergiu de um projeto académico que examina a (des)construção relacional e territorial de Business Improvement Districts em quatro centros urbanos ingleses, o artigo discute como o acesso, a navegação e a espessura das evidências obtidas é sensível aos sítios e situações de presença e ausência política onde a investigação tem lugar. Argumenta-se que o estudo de distintas arenas políticas deve englobar estratégias de investigação flexíveis para melhor sintonizar os processos e políticas que geraram tais resultados. Para abordar esta preocupação, o artigo reflete sobre como a posicionalidade, a memória institucional e a cronopolítica devem informar a prática metodológica quando se investigam locais e situações de presença e ausência de políticas.La investigación comparativa de los procesos de formulación de políticas urbanas se ha convertido en una práctica común dentro de los estudios de movilidad de políticas urbanas. Si bien se ha aceptado ampliamente que pensar a través de dualismos relacionales, como el de presencia/ausencia de políticas, es útil para examinar los procesos de formulación de políticas urbanas en múltiples espacialidades y temporalidades, se ha prestado menos atención a cómo estudiamos comparativamente tales ámbitos. Este artículo constituye una invitación a reflexionar sobre las cuestiones metodológicas y las implicaciones del estudio de sitios y situaciones de presencia y ausencia de políticas en movilidad de políticas urbanas. Partiendo de una ontología de aprendizaje reflexivo que surgió de un proyecto académico que examina la (des)creación relacional y territorial de los Business Improvement Districts en cuatro centros urbanos ingleses, el artículo analiza cómo el acceso, la navegación y el espesor de la evidencia obtenida en el campo de la investigación es sensible a los lugares y situaciones de presencia y ausencia de políticas donde se lleva a cabo la investigación. Se argumenta que el estudio de ámbitos políticos tan disímiles debería encapsular estrategias de investigación flexibles para sintonizar mejor con los procesos y políticas situados que engendran tales resultados políticos.
