State Social Assistance Policy: Data Analysis from the SUAS Census

Resumo: It is part of the Unified Social Assistance System - SUAS to carry out the diagnosis on how the services, programs, projects and socio-assistance benefits are being offered and executed, throughout the Brazilian territory. Data collection is carried out annually through a Census which generates a database with numerous statistical information. The purpose is to provide opportunities for the planning of future actions by the bodies responsible for implementing the National Social Assistance Policy based on the reality of the territories served. At the state level, the responsible sector is the Department of Social Assistance of Rio Grande do Sul. However, this database does not present an analysis, making it difficult for managers to interpret the information collected. As a result, the investigative question arises: how is it possible to contribute to the analysis of some information from the Census, which may subsidize the future actions of the State Department of Social Assistance? We carried out an investigative section in order to analyze the management of SUAS, the technical team and the financial resources allocated to the Social Assistance Policy. This is a study based on the deductive method, whose corpus was constituted by the Census of the Unified Social Assistance System of 2016 and 2017. The data were analyzed using the thematic analysis technique. The results show the importance of training workers who complete the SUAS Census, in relation to resources that may or may not meet state demands. The outline pointed out in this analysis allows to evidence for the future years, the urgent need to restructure both the staff of professionals in this area and the dimensioning of the need for human resources operating in a total of 497 municipalities, currently representing the state of RS as well as an orientation systematic way to fill in the forms that will generate the data of the state reality.

A coleta de dados é realizada anualmente através de um Censo o que gera uma base de dados com inúmeras informações estatísticas. A finalidade é oportunizar o planejamento de futuras ações, por parte dos órgãos responsáveis pela execução da Política Nacional de Assistência Social a partir da realidade dos territórios atendidos. Na esfera estadual o setor responsável é o Departamento de Assistência Social do Rio Grande do Sul. Porém, essa base de dados não apresenta uma análise, dificultando aos gestores a interpretação das informações coletadas. Em consequência surge a pergunta investigativa: como é possível contribuir com a análise de algumas informações do Censo, que possam subsidiar as futuras ações do Departamento Estadual de Assistência Social? Realizamos um recorte investigativo com o objetivo de analisar a gestão do SUAS, a equipe técnica e os recursos financeiros destinados à Política de Assistência Social. Trata-se de um estudo com base no método dedutivo, cujo corpus foi constituido pelo Censo do Sistema Único de Assistência Social de 2016 e 2017. Os dados foram analisados a partir da técnica de análise temática. Apresenta-se como resultados a importância da capacitação dos trabalhadores que realizam o preenchimento do Censo SUAS, em relação aos recursos que podem ou não, atender as demandas estaduais.
