O Exército Português, sendo um dos ramos das Forças Armadas, tem como missão participar na defesa militar da República. Contudo, tem também outras missões atribuídas como a participação em missões no âmbito da Proteção Civil e tarefas relacionadas com a satisfação das necessidades básicas e melhoria da qualidade de vida das populações. Neste âmbito, surgem as Operações de Apoio Civil. Estas comtemplam três áreas: a Proteção Civil, a Segurança Interna e o Bem-Estar das populações. O presente trabalho de investigação, “O Exército Português nas Operações de Apoio Civil”, tem como objetivos perceber a enquadrante destas operações, como é conduzida a participação do Exército nas diferentes áreas, a formação específica ministrada aos militares, as dificuldades, as capacidades e os meios existentes, para compreender de que forma o Exército Português operacionaliza as Operações de Apoio Civil. Numa primeira fase, este trabalho expõe a enquadrante legal das Operações de Apoio Civil. De seguida, faz uma explicação daquilo que são as Operações de Apoio Civil, após o qual explora cada uma das áreas específicas constituintes destas. Seguidamente, o trabalho apresenta a análise das entrevistas realizadas com o intuito de perceber, na prática, as capacidades e os meios disponíveis para a execução das Operações de Apoio Civil e as dificuldades que destas advêm. Na fase final, o trabalho explana as conclusões da investigação, demonstrando que, na área da proteção civil, existem planos para a colaboração do Exército com as entidades da Autoridade Nacional de Proteção Civil; na área da segurança interna, apesar de toda a enquadrante legal, não existem planos que definam a colaboração das forças do Exército com as Forças e Serviços de Segurança; no âmbito do bem-estar das populações, existem acordos com entidades civis que preveem o apoio do Exército às mesmas. No que diz respeito aos meios, estes são eficazes mas insuficientes para as três áreas. Relativamente à formação específica, considera-se adequada à colaboração com as autoridades civis. Quanto às dificuldades prendem-se com a insuficiência de meios e a falta de uniformização de procedimentos entre as entidades. Abstract As one the Armed Force’s branches, the Portuguese Army has the mission to participate in the Republic’s military defense. However, it also has other missions, as the participation in Civilian Protection missions and tasks related to the satisfaction of the basic needs and improvement of the life style of the population. In this theme arise the Civil Support Operations. These contemplate three areas: the civil protection, the internal security and the population’s well-being. The present investigation work, “The Portuguese Army in the Civil Support Operations”, has the objective of understanding the contextualization of the operations, how the Army participates in the different areas, the specific education given to the soldiers, the difficulties and the existing capabilities and resources, to understand in what way the Portuguese Army conducts the Civil Support Operations. In a first phase, this work exposes the legal contextualization of the Civil Support Operations. Then, it presents an explanation of what are the Civil Support Operations, after which it explores each one of its specific areas. Following, the work presents the analysis of the interviews made with the goal of understanding, in a practical sense, the capabilities and available resources for the execution of the Civil Support Operations, and the difficulties that arise from these. In the final phase, this work exposes the investigation’s conclusions, showing that in the civil protection area there are plans for the Army’s collaboration with the Civil protection National Authorities; in the internal security area, although there is a legal contextualization, there are no plans that determine the Army force’s collaboration with the Forces and Services of Security; and concerning the population’s well-being there are agreements with the civilian entities establishing the Army’s support. The resources are effective, although diminished, in the three areas of the Civil Support Operations. Relative to the specific education, it is considered adequate for the collaboration demanded to the civilian authorities. Regarding the difficulties, these are related to the insufficiency of the resources and the lack of standardization of procedures among the entities.
