Foreign nationals in Portugal: Migrations, crime and imprisonment

Resumo: In this paper three socially relevant topics are discussed: the evolution of migration patterns in Portugal, the social construction of ‘the immigrant’ and last decade's evolution of the numbers and characteristics of foreign nationals in Portuguese prisons. If there has been an historical tendency to associate immigration and crime, recent research has proved that this is not always accurate and that immigrants can have a positive impact on societies’ demography and dynamics (Rosa et al., 2003). In this paper it is argued that, even though there is a strong evidence of the increase in the proportion of foreign nationals in prisons, there is a lack of knowledge about the different scenarios of foreign nationals’ criminality, depending on their status (legal versus illegal, residents versus non residents). By providing this discussion we expect to contribute to the deconstruction of the stereotypes that relate foreign nationals to crime. DOI: http://dx.doi.org/10.17575/rpsicol.v27i1.246

DOI: http://dx.doi.org/10.17575/rpsicol.v27i1.246Neste artigo são analisados três temas de elevada relevância social: 1) a evolução histórica dos fluxos migratórios em Portugal; 2) a construção social da figura do ‘imigrante’; 3) a evolução, na última década, dos números e características da população de nacionalidade estrangeira no contexto prisional português. Embora historicamente se associe imigração e crime, a investigação recente não evidencia tal relação e revela que os imigrantes podem ter um impacto positivo na demografia e nas dinâmicas sociais dos países que os acolhem (Rosa, Seabra & Santos, 2003). Neste artigo argumenta-se que, apesar do aumento da proporção de cidadãos estrangeiros nas prisões portuguesas, há falta de conhecimento sobre os diferentes cenários da criminalidade que os conduz à reclusão e sobre o seu estatuto, em termos de legalidade ou ilegalidade e de contexto de residência. Ao proporcionar essa discussão esperamos contribuir para a desconstrução dos estereótipos que relacionam os cidadãos estrangeiros e o crime.
