CULTURAL RIGHTS AND FREE ACCESS TO CULTURE IN THE PANDEMIC CONTEXT IN MAINLAND PORTUGAL AND THE AUTONOMOUS REGION OF MADEIRA

According to the Constitution of the Portuguese Republic, it is the State's responsibility to guarantee access to cultural creation and enjoyment for all citizens. However, with the implementation of the Covid-19 pandemic control measures, the cultural sector has become vulnerable. The aim of this study is to analyse how the impact of the pandemic has affected the exercise of national citizens' cultural rights. This research conducts a comparative analysis between the national and local cultural reality in the Autonomous Region of Madeira, considering data on visitors in museums and spectators in cinemas in the 2010-2020 period, already reflecting the impact of the pandemic in 2020. First, a bibliographic review of scientific literature was carried out. To obtain a more comprehensive understanding of the cultural sector, this study focused on statistical data from the National Statistical Institute (2021) and the Regional Directorate of Statistics (2021). The results demonstrate a decrease in the cultural offer and the number of visitors/spectators of cultural venues. This study suggests the adoption of communication and operational strategies by cultural organizations, to promote the inclusion of different audiences within their communities and thus maintain their attractiveness and competitiveness in a post-pandemic context.
