A presente dissertação tem dois principais objetivos. O primeiro consiste em apurar a existência ou inexistência de convergência regional das regiões portuguesas NUTS II, e de todas as regiões europeias NUTS II para as quais existem dados disponíveis. O segundo objetivo consiste em analisar o possível impacto dos FEEI no processo de convergência das regiões portuguesas e da União Europeia (UE). Para tal, é realizada uma contextualização das assimetrias regionais em Portugal, da qual resulta a identificação de possíveis fatores estruturais capazes de interferir positiva ou negativamente com o processo de convergência regional em Portugal. Através dos resultados da análise de convergência, foi possível apurar a existência de uma tendência geral de convergência regional, tanto no contexto nacional, como no contexto europeu, ao longo do período em análise. No entanto, o padrão de convergência entre regiões verifica-se heterogéneo quando analisamos região a região. Para apurar o possível impacto dos FEEI sobre o processo de convergência regional, procedemos à análise da distribuição dos fundos estruturais per capita pelas regiões portuguesas NUTS II, e à análise da densidade dos fundos estruturais no contexto europeu. Foi possível concluir que os FEEI contribuem positivamente para o processo de convergência regional em Portugal, no entanto, a distribuição dos fundos estruturais per capita tanto ao nível nacional, como europeu não se revela a mais eficaz, pelo que se torna urgente reformar as instituições europeias, nacionais e regionais, e redefinir os objetivos dos fundos estruturais concedidos às regiões.Widely known as the financial instruments of the cohesion policy, the European Structural and Investment Funds (ESIF) play a key role for European regional convergence, by supporting the development of European regions, especially the less developed ones. This dissertation has two main objectives. The first is to ascertain the existence or non-existence of regional convergence of the Portuguese NUTS II regions, and of all the European NUTS II regions for which data are available. The second objective is to analyze the possible impact of the ESIF on the convergence process of the Portuguese regions, and of the European Union. To this end, a contextualization of regional asymmetries in Portugal is carried out, resulting in the identification of possible structural factors capable of interfering positively or negatively with the process of regional convergence in Portugal. According to the results of the convergence analysis, it was possible to ascertain a general trend of regional convergence, both in the national and European contexts, however, the convergence pattern between regions is heterogeneous when analyzed region by region. In order to determine the possible impact of the ESIF on the regional convergence process, we have analyzed the distribution of structural funds per capita by Portuguese NUTS II regions, and the density of structural funds in the European context.
