In this context are analyzed some instruments of territorial management, as the Master Plan of Viseu City, its structure and zoning, the classes of space, easements and restrictions on utilities that have greater relevance in agro-forestry and the analysis of “rural” space of development and some estimates it could make a greater balance within the territory of the municipality of Viseu. This report contains a characterization of the agro-forestry, the agrarian structure and an analysis of developments in the sector within the county of Viseu. Thus corresponds to the set of socio-structural characteristics and technical-economic, translated into comparable indicators and variables by regions and parishes that want to relate the inter-influence of the sector with the territory The analysis of agro-forestry sector of the county of Viseu identifying and characterizing the evolution of the uses and occupation prevailing in different areas, in order, a regional planning appropriate activities practiced and the actual needs of populations in order to strengthen relations by improving the quality of life for all individuals, preserving natural resources, energy conservation, maintenance of biodiversity and protection of the countryside, considering the dynamics of settlement and the location of economic activities. In terms of planning and as regards the master plan of Viseu City, some data were collected and plant working within the process of revising the PDM, which resulted in roughly, identify some strategies that will be defined in the new diploma in terms of definition and redefinition of the classes of space, mainly in terms of new buildings and new areas of urban perimeters, with direct consequence in the areas of servitude and restriction of public utility, as well as the claims, if claims of individuals and joints of disaffection for parish of areas for future buildings and / or industrial spaces. It is therefore not possible to continue to ignore the importance of abandonment, which will affect, with greater or lesser term a significant part of the countryside. It is necessary, now study and implement in areas of greatest risk policy measures that could counteract the abandonment or reduce their effects, including through the restructuring of agrarian regions. The recognition of multifunctional of agriculture and enhancement of amenities resulting from an agricultural activity that protects the environment, biodiversity and the countryside will be crucial tothe viability of the regions with a high tendency to move away. The provision of goods and services agro - environmental by farmers establish a new dynamic of rural areas, which will contribute decisively to its development and sustainability, throughthe promotion of various forms of rural tourism, including tourism of "nature", gastronomy and the production of quality. The development of rural areas no longer happening, exclusively, for agricultural development, must be taken into account the new opportunities that farmers can afford to urban populations. The low productivity of agricultural work and the high degree of aging of Portuguese farmers set that will inevitably wide tens of thousands of farms will disappear in the coming years, giving rise to problems whose impact social, economic, cultural and environmental aspects can not be ignored. The structures where land is performing these activities in different regions strongly influence the location of other functions, with emphasis on the stand, the business and agro-forestry and livestock are the matrix in which are framed the other uses of land. The relationship between the urban-rural, residential should enhance the role of rural settlement, as well as the strategic dimension of urban centers in supporting rural development. This is why the dispersal of housing in rural land must be countered, while it is the peculiarities of the territories, promoting local urban subsystems, polycentric enabling access to knowledge and the collective services and good conditions for mobility and communication. The vitality and modernization of rural areas depend on well with good urban centers. This means that in the process of revising the current PDM, is carried out redelimitation of spaces, with any proposals for allocation and disaffection, with a better understanding of the territory and the needs of the people assigned to that same territory. This report seeks to provide a set of information, concern agro-forestry, planning and rural development enabling contribute to new ideas and strategies and / or up to the reformulation of statistical data more suited to being part of the basis for future work based on programs , politics and action plans for this and other regions The planning of rural areas is a key instrument for development that will enable business initiatives, allowing the certification of products, services and destinations in rural areas. Thus, safeguard and enhance the potential of rural areas, including desertification and encouraging the creation of employment opportunities, taking into account the multifunctionality of agriculture and forestry activities, emphasizing asymmetric and ensuring equal opportunities, should be revision of the Plan Director of the City of Viseu and planning strategies with respect to the planning of the spaces.
