A utilização das TIC na Educação de Alunos com Necessidades Educativas Especiais: resultados da aplicação piloto do inquérito nacional a Coordenadores TIC/PTE

Resumo: | Portugal is living times of technological revolution in education. The equipping of schools, teachers and students with computers is an evolving reality, clearly pushed forth by the implementation of the Technological Education Plan (TEP) that also aims at certifying 90% of teachers in ICT until 2010. In a School that should be adjusted to every an any student, Special Education Needs (SEN) cannot be overlooked and the nature and composition of its ICT facilities should include support to these students and encompass technological capabilities specially conceived to grant them access to and participation in learning. However, the presence of technologically advanced resources is of no use if they are not implemented and managed by competent professionals. Training in ICT is therefore essential to take full advantage of what these tools can offer to students with and without SEN. In the case of SEN this training need is of crucial importance, as it constitutes itself as a facilitator or barrier to the education of these students. ICT coordinators are the visible face of the implementation of ICT in the school environment, assuming the functions of managing the school ICT resources and attending to the training of their fellow teachers in the pedagogical application of ICT. The present article describes the results obtained from the application of a questionnaire to 13 ICT Coordinators, in July 2009, a time where they became TEP Coordinators. This piloting constitutes a stage in the construction of a questionnaire that is part of a survey launched at national level about the Use of ICT in the Education of Students with Special Education Needs (SEN). We conclude that the use and training in the use of ICT in the Education of Students with SEN still does not constitute a priority in the functions of these professionals. |

We conclude that the use and training in the use of ICT in the Education of Students with SEN still does not constitute a priority in the functions of these professionals.Le Programme Technologique d’Éducation (PTE) a pour buts essentiels d’améliorer l’équipement informatique des écoles portugaises et de certifier les compétences en TIC de 90% des enseignants jusqu’à la fin 2010. Dans ce contexte de réforme informatique, il fait réviser la situation des personnes handicapées. Donc, d’une part, il faut doter les écoles d’équipements adaptés à ce public, et d’autre, miser sur la formation d’enseignants capables de les accompagner. À l’immédiat, il fait promouvoir la formation des coordonnateurs TIC des écoles à ce but spécifique. Dans cet article, on rend compte des résultats de l’enquête préliminaire passée à 13 coordonnateurs TIC, en juillet 2009. Ce travail représente la première phase d’une enquête nationale concernant le recours aux TIC dans le cadre de l’éducation d’adultes handicapés. A partir de l’analyse des réponses, on a pu constater que, pour le moment, les besoins spécifiques de ce public ne sont pas prioritaires pour ces professionnels.Portugal vive uma era de revolução tecnológica na educação. O apetrechamento informático de escolas, alunos e professores é uma realidade em ascensão, claramente potenciada pela implementação do Plano Tecnológico de Educação (PTE) que, ambiciona também a certificação em TIC de 90% dos docentes até 2010. Numa Escola que deverá demonstrar-se ajustada a todo e qualquer aluno, as NEE não podem ser descuradas e a natureza e constituição do seu parque informático deverá precaver o apoio a estes alunos e incorporar possibilidades tecnológicas especialmente concebidas para o seu acesso e participação na aprendizagem. Contudo, a presença de recursos tecnologicamente avançados de nada serve sem a implementação e gestão por profissionais competentes. A formação em TIC é essencial para um pleno aproveitamento que estas ferramentas podem proporcionar a alunos com e sem NEE. No caso das NEE esta necessidade de formação assume crucial importância ao constituir-se como facilitador ou barreira na educação destes alunos. Os coordenadores TIC são a face visível da implementação das TIC no meio escolar, sendo-lhes incumbidas funções de gestão do parque informático das escolas e de zelo pela formação dos colegas docentes na aplicação pedagógica das TIC. O presente artigo descreve os resultados obtidos na aplicação piloto de um questionário aplicado a 13 Coordenadores TIC, em Julho de 2009, ocasião da transição para Coordenadores PTE. Esta pilotagem constitui uma etapa da construção de um questionário que integra um levantamento de âmbito nacional sobre a Utilização das TIC na Educação de Alunos com Necessidades Educativas Especiais (NEE).
