ICT Platforms: The relationship between citizens and public administration in Portugal

Resumo: The purpose of this paper is to demonstrate the importance of ITC platforms to answer citizen's needs, according to the demans of the public administration because the internet, mobile computing, social networks and many other advances in human communications have become essential to promote society development. In this sense, Portugal for Horizon 2012-2016 defined a strategic plan with 25 rationalization measures according to the fllowing principles of operation: (i) improving governance mechanisms, (ii) cost reduction, (iii) using ICT to leverage administrative change and modernization, (iv) implementing common ICT solutions and (v) stimulating economic growth. IN this context, on the one hand, the theoretocal framework of this paper is based on literature about information technologies, in general and information techonologies used in public administration, in particular. On the other hand, the empirical framework reflects the best pratices in the Portuguese public administration sector. Thus, in order to improve the quality of the ppublic service which presents lower costs for citizens and firms and smultaneosly decreases public expenditures, particulary concerning with Information and Communucation Techonology (ICT)
