Resumo: This study starts by identifying current cases of degradation of existing neighborhoods and multi-family residential buildings whose origins were, or came to set up, family's relocation programs from the city center, in Oporto and Sao Paulo. This study intends to contribute to a critical reflection on the architectural production of "social" housing, identifying the "Bairro do Aleixo" as a paradigmatic case study in Oporto due to its origins as one of the last examples of this problematic preceding to the 25th April 1974 Revolution and attempt of host a proletarian neighborhood in height buildings, unlike what had been done so far in the city. Furthermore, concerns us its role in the political-strategic issues involved on the management of proletarian housing, the urban and regional growth and the processes of property speculation that, cyclically, are presented with proposals for the residents resettlements. From "islands" in the central areas, said as "insalubrious" and "unsuitable for housing" to the "modern" buildings located in Oporto peripheral areas and similar processes operated in Sao Paulo, especially from the comparison with the São Vito Building, will be sought fundamentals that support the argument for the exclusion of urban proletarian stratum from the right to the city. The dissertation demand to observe the current situation of the Brazilian proletarian housing production in the city of São Paulo and the Portuguese housing policies in the same period, in order to uncover parallels between the two realities throughout history and examples that cover the recent emerging scenario in two case studies: Portuguese and Brazilian. Finally, we intend to clarify the themes related to these two moments of inflection in the development of cities that affects the subject of proletarian housing in Oporto and Sao Paulo, in order to perceive the transformations that have occurred since its original configuration until the present day, seeking to contribute to the definition of parameters for future actions to preserve and rehabilitate - the Aleixo neighborhood and others - as an incentive to reflection of society face the problems raised by the urban buildings presented.
