Resumo: The present work aims to analyze the figure of the deposit guarantee fund in the context of its recent implementation in the Angolan banking sector. It is intended, more specifically, to examine whether, in the light of the respective legal regime, it will even fulfill the purposes of a deposit insurance system – namely, the strengthening of depositor protection and financial stability – thus giving greater resilience to Angolan banking financial institutions. Indeed, empirical evidence demonstrates that the effectiveness of a secure deposit system depends on how it is designed and implemented. Our goal is to study the Deposit Guarantee System (DGS) as a new element of the financial security network of the Angolan financial system and, in particular, if it proves appropriate, the structure of the Angolan banking sector, and more broadly, whether the Angolan banking system itself has the strength and robustness necessary for the DGS to succeed, since the dominant doctrine considers that a DGS can only fulfil its function in strong institutional environments.

Pretende-se, mais concretamente, analisar se, à luz do respetivo regime jurídico, o mesmo cumprirá as finalidades de um sistema de seguro de depósitos – a saber, o reforço de proteção dos depositantes e a estabilidade financeira –, conferindo assim maior resiliência às instituições financeiras bancárias angolanas. Com efeito, a evidência empírica demonstra que a eficácia de um sistema seguro de depósitos depende de como ele é projetado e implementado.
