Resumo: The Spring Report, prepared by the Portuguese Observatory on Health Systems was presented last July 11th at the Calouste Gulbenkian Foundation, with the theme “Health: A Human Right”. This year’s report is dedicated to health as a fundamental citizenship right. It is treated independently and with the purpose of contributing to the implementation of effective health policies. Consequently, this document considers access to healthcare as an essential right and it is not dependent on the citizen payment ability. We publish below a summary of the report, with particular focus on the chapter on access to medicine. Available at: http://opss.pt/wp-content/uploads/2019/07/RP2019.pdf.

Este ano, o relatório é dedicado à saúde como um direito fundamental de cidadania, tratado de forma independente e com o objetivo de facilitar a implementação de políticas de saúde efetivas. Assim sendo, neste documento é encarado o acesso a cuidados de saúde como direito essencial, não estando dependente da capacidade de pagamento do cidadão. Publicamos em seguida um resumo do relatório, com maior enfoque no capítulo referente ao acesso ao medicamento.
