Portuguese and Brazilian Venice: growth and consumption of cities as tourism products

Resumo: | This study exposes the dialogue between territorial urban planning issues in the cities of Paraty (BR) and Aveiro (PT) in terms of urban planning legislation and its interface with urban growth and tourism. Both cities anchor their tourist marketing in the peculiar image of the river and the boats, searching for references in Venice, an image that exposes them as unique tourist destinations in their respective countries. With the increase in tourism, the new urban demands and dynamics are beginning to mediate territorial conflicts that were not previously exposed, such as disorderly growth, congestion, environmental problems, real estate speculation and socio-spatial conflicts. After all, how does tourism affect urban planning? Seeking to answer this question, this study compares these two tourist destinations. Its objective is to find the territorial planning disparities when the urban dynamics caused by tourism and the tools of territorial urban planning overlap. The method used was the analysis of the most important legislation in force in each city, the qualitative examination of the urban spaces, the analysis in satellite images, and technical visits to the urban management bodies or exchange of e-mails.It was verified that the urban dynamics are intensified with the propulsion of tourism and are not followedand controlled by the legislation and urban master plans. As a consequence, urban problems and theirimpacts on urban space are deepened by increasing tourist demands. |

Ambas as cidades ancoram seu marketing turístico na imagem peculiar relativo à água e aos barcos, buscando referências em Veneza. Com essa imagem, expõem-se como singulares destinos turísticos nos seus respectivos países. Com o aumento do turismo, as novas demandas e dinâmicas urbanas passam a mediar conflitos territoriais antes não expostos, como o crescimento desordenado, os congestionamentos, os problemas ambientais, a especulação imobiliária e os conflitos socioespaciais. Afinal, onde o turismo tangencia o planejamento urbano? Buscando responder a essa pergunta, o estudo é estruturado comparando estes dois destinos turísticos. O objetivo é encontrar as disparidades do ordenamento territorial quando sobrepostas as dinâmicas urbanas ocasionadas pelo turismo e pelas ferramentas de planejamento urbano territorial. O método utilizado foi a análise da legislação de maior importância e vigente em cada cidade, o exame qualitativo dos espaços urbanos, a análise em imagens de satélite, e visitas técnicas aos órgãos de gestão urbana ou troca de e-mails. Foi possível verificar que as dinâmicas urbanas são intensificadas com a propulsão do turismo, e não são acompanhadas e controladas pela legislação e pelos planos diretores urbanos. Assim, os problemas urbanos e seus impactos no espaço urbano são aprofundados mediante o aumento das demandas turísticas.
