Ainda, a prevenção é menos dispendiosa em termos financeiros, de legitimidade e de vidas (Griffin, 2001). No entanto, sempre houve considerável lacuna entre retórica e posse das informações sobre a possibilidade de emergência de um conflito e a sua real prevenção (Ackermann, 2003). As razões disso são numerosas: falta de coordenação e financiamento específicos, alta complexidade dos conflitos, questões sobre a vontade política e os interesses geoestratégicos dos atores responsáveis por agir e dificuldade de manutenção de longo prazo dos compromissos preventivos (Lund, 2008). Na busca da superação dessa lacuna e para fortalecer mecanismos preventivos, a Responsabilidade de Proteger foi criada, em 2005, com ênfase no pilar preventivo da doutrina. Entretanto, expectativas foram frustradas por diversas alterações ao projeto original, o que acabou por relegar o conteúdo preventivo da doutrina ao segundo plano, favorecendo as ferramentas e processos sugeridos para intervenções duras (Bellamy, 2008). Nesse sentido, a Responsabilidade de Proteger tornou-se uma política que legitima intervenções controversas e ad hoc por atores que buscam alcançar seus próprios interesses liberais (Bellamy, 2008). O trabalho termina por explorar as possibilidades para a melhoria da prevenção de conflitos sob a égide do sistema onusiano já existente.Great emphasis has been given to the need of preventing violent conflicts, and the international community does count with the tools necessary to do so (Lund, 2008). Moreover, prevention is less costly in financial, legitimacy, and life terms (Griffin, 2001). However there has always been a considerable gap between rhetoric and having the possession of information regarding the high risk of the emergence of a conflict and its actual prevention in a timely fashion (Ackermann, 2003). The reasons for this are numerous: lack of coordination and specific funding, high complexity of conflicts, issues regarding the political will and national geostrategic interests of players responsible for acting, and difficulty to maintain long term commitments for preventive measures (Lund, 2008). In quest of overcoming such gap and enhance preventive mechanisms, the Responsibility to Protect was designed, in 2005, with a focus on its prevention pillar. Nonetheless, expectations were frustrated by several amendments subsequently done to the project, which relegated preventive matters to the background, favoring the doctrine’s tools for hard intervention (Bellamy, 2008). In that sense, the Responsibility to Protect was developed into a policy that legitimizes controversial and ad hoc interventions by actors that ultimately seek to advance their own liberal interests (idem, 2008).
