Institutional critical success factors for the implementation of e-learning in higher education: a study with Portuguese universities

Resumo: | The focus of this study is to examine important factors related to the institutional dimension in thedevelopment of e-learning programs in the context of Higher Education. Specifically, it pursuesto identify the organizational factors that catalyze and inhibit the development of e-learning,considering as a field of analysis the Portuguese university and polytechnic public education.A mixed approach to data collection and analysis was adopted and implemented in twophases: (i) qualitative, established through a systematic literature review process of the e-learningbenchmarking models, (ii) quantitative, applying the Delphi method with a panel of 55 institutionaland operational leaders of e-learning programs. The results of the Delphi panel indicate a setof organizational dimension factors that are identified as most relevant in the developmentand implementation of e-learning projects, such as the definition of an institutional strategy fore-learning, infrastructures and information systems, institutional support, allocation of supportresources, and investment in teachers’ professional development. The conclusions also supportthe need for definition of governance models for e-learning as well as institutional policies for theintegration of technologies and online teaching. |

En particular, buscamos identificar los factores organizativos que optimizan e inhiben el proceso de desarrollo del e-learning, habiendo sido elegido el campo de análisis el sistema de educación universitario y politécnico público portugués. Se tomó un enfoque metodológico mixto para recoger y analizar datos, estructurado en dos partes: (i) una metodología cualitativa mediante un proceso de revisión sistemática de la literatura en modelos de benchmarking de e-learning, (ii) la aplicación de una metodología cuantitativa, con base en método Delphi a un panel de 55 participantes con responsabilidad institucional y operativa para el área de e-learning. Los resultados del grupo Delphi expresan un conjunto de factores de dimensión organizativa que se identifican como los más importantes en el desarrollo e implementación de proyectos dee-learning, destacando entre ellos: la definición de una estrategia institucional para el aprendizaje electrónico, infraestructura y sistemas de información, el apoyo institucional, la asignación de recursos de apoyo, y el desarrollo profesional de los maestros. Estos resultados corroboran aún más la necesidad de especificar modelos de gobierno para el aprendizaje electrónico, así como las políticas institucionales para la integración de la tecnología y la educación en línea.Este estudo tem como principal foco, analisar os fatores de relevo associados à dimensão institucional no desenvolvimento de programas de e-learning no contexto do Ensino Superior. Em específico procura-se identificar os fatores organizacionais que potenciam e inibem o processo de desenvolvimento do e-learning, elegendo como campo de análise o ensino universitário e politécnico público português. Assumiu-se uma abordagem mista de recolha e análise de dados, estruturada em duas partes: (i) qualitativa, estabelecida através de um processo de revisão sistemática de literatura dos modelos de e-learning benchmarking, (ii) quantitativa, aplicandose o método de Delphi com um painel de 55 responsáveis institucionais e operacionais pela área do e-learning. Os resultados do painel Delphi evidenciam um conjunto de fatores associados à dimensão organizacional que se identificam como mais relevantes no desenvolvimento eimplementação de projetos de e-learning, destacando-se de entre estes: a definição de uma estratégia institucional para e-learning, infraestruturas e sistemas de informação, suporte institucional, afetação de recursos de apoio, e o investimento no desenvolvimento profissional docente.
