Essence and identity in polytechnic higher education in Portugal: from the basic law on the educational system to the Bologna Declaration

Resumo: The words university and higher education are often used indiscriminately. But Portugal has a two-pronged higher education system: universities and polytechnics have followed different ways. However, certain educational policies have produced a convergence in the direction of these subsystems, not in their policy and their missions — because they reflect different educational objectives — but in the trends associated with the supply of and demand for higher education. This can be the indicator of a change in social representations and cultural models with regard to these subsystems and, especially, the polytechnic subsystem, where more changes have occurred. It is our purpose to contribute to an enrichment of the state-of-the-art information on higher education and, specifically, polytechnic education in Portugal.

It is our purpose to contribute to an enrichment of the state-of-the-art information on higher education and, specifically, polytechnic education in Portugal.Frecuentemente se mezclan los términos Universidad y Enseñanza Superior. En Portugal, el sistema de enseñanza superior es binario, y tanto universidades como politécnicos han trazado caminos muy distintos.Sin embargo, algunas políticas educativas terminaron por producir una convergencia de sentidos entre los dos subsistemas de enseñanza, no así en su lógica y en su misión — porque reflejan objetivos deformación diferentes —, pero en los movimientos de oferta y búsqueda de formación, que se pueden constituir como un indicador de un cambio de las representaciones sociales y de los modelos culturales,alrededor de la enseñanza superior, y en particular, del subsistema politécnico, siendo este último, aquel que más alteraciones observó. Con este texto, procuramos contribuir para un enriquecimiento de lectura (y literatura) en torno a la enseñanza superior, en especial, de la enseñanza politécnica en Portugal.On a souvent tendance à confondre enseignement supérieur et université. Au Portugal, le système d’enseignement supérieur est binaire, et les universités et les écoles polytechniques ont tracé des voies biendistinctes. Cependant, certaines politiques d’éducation ont mené à une convergence de sens entre ces deux sous-systèmes d’enseignement, non pas dans leur logique et leur mission — parce qu’ils reflètent desobjectifs de formation différents —, mais dans les tendances de l’offre et de la demande d’enseignement supérieur, qui peuvent être aussi un indicateur de changement des représentations sociales et des modèlesculturels autour de ces sous-systèmes, et en particulier dans l’enseignement polytechnique, qui est le sous-système qui a connu le plus de changements. Par ce texte, nous souhaitons contribuer à unenrichissement de la lecture (et de la littérature) sur l’enseignement supérieur et, en particulier, sur la formation polytechnique au Portugal.Frequentemente se misturam os termos Universidade e Ensino Superior. Em Portugal, o sistema de ensino superior é binário, e universidades e politécnicos têm traçado percursos bastante distintos. No entanto, algumas políticas educativas acabaram por produzir uma convergência de sentidos entre os dois subsistemas de ensino, não na sua lógica e na sua missão — porque traduzem objectivos de formação diferentes —, mas nos movimentos de oferta e procura de formação, que se podem constituir como um indicador de uma mudança das representações sociais e dos modelos culturais, em torno do ensino superior e, em particular, do subsistema politécnico, ou seja, aquele que mais alterações registou.
