Local Educational Policies, Educational Charts and Educational Strategic Plans - challenges and decisions in two contexts

Resumo: From the beginnings of the Portuguese Democracy to the present, several diplomas and legal regulations have been published in order to transfer competences from the Central State to the Local Administration, mainly in education. This process, designated by decentralization of competences, has given responsibilities in the management of the municipal school network to the municipalities, with the elaboration of the Educational Charter, and the definition of local educational policies, through the construction of the Municipal Educational Strategic Plan. These two instruments, developed at the local level, aim at the definition of strategies that respond efficiently and effectively to the territorial challenges (demographic, socioeconomic and educational) and to the current and future needs of the local educational community, aiming at improving their levels of education, quality of life and well-being. In order to understand how the Municipalities build the local education strategies, the processes and products (Educational Charter and Municipal Education Strategic Plan) of two cases (County A and B) were analyzed. This study allowed to identify four fundamental components for the construction of these strategies: i) Strategic Diagnosis, ii) Auscultation Process, iii) Strategic Construction and iv) Monitoring. The observation of the two processes also made it possible to highlight a set of challenges underlying each of the stages and anticipate possible solutions. The results obtained can constitute a guiding script in the development of this type of instruments by external or internal teams to the local authorities

Este proceso, designado por descentralización de competencias, ha otorgado responsabilidades a los municipios en la gestión de la red escolar municipal, con la elaboración de la Carta Educativa y la definición de políticas educativas locales, a través de la construcción del Plan Estratégico Educativo Municipal. Estos dos instrumentos, desarrollados a nivel local, apuntan a la definición de estrategias que respondan de manera eficiente y efectiva a los desafíos territoriales (demográficos, socioeconómicos y educativos) y a las necesidades actuales y futuras de la comunidad educativa local, con el objetivo de mejorar sus niveles de educación, calidad de vida y bienestar. Con el fin de comprender cómo los municipios construyen las estrategias educativas locales, se analizaron los procesos y productos (Carta Educativa y Plan Estratégico Educativo Municipal) de dos casos (Condado A y B). Este estudio permitió identificar cuatro componentes fundamentales para la construcción de estas estrategias: i) Diagnóstico Estratégico, ii) Proceso de auscultación, iii) Construcción Estratégica y iv) Monitoreo. La observación de los dos procesos también hizo posible resaltar un conjunto de desafíos que subyacen en cada una de las etapas y anticipar posibles soluciones. Los resultados obtenidos pueden constituir un guía en el desarrollo de este tipo de instrumentos por equipos externos o internos a las autoridades locales.Desde os primórdios da democracia portuguesa até à atualidade, têm sido publicados diversos diplomas e normativos legais a fim de transferir competências do Estado Central para a Administração Local, principalmente em matéria de educação. Este processo, designado por descentralização de competências, veio atribuir às autarquias responsabilidades na gestão da rede escolar municipal, com a elaboração da Carta Educativa, e a definição de políticas educativas locais, por meio da construção do Plano Estratégico Educativo Municipal. Estes dois instrumentos, desenvolvidos à escala local, visam a definição de estratégias que respondam de forma eficiente e eficaz aos desafios territoriais (demográficos, socioeconómicos e educativos) e às necessidades atuais e futuras da comunidade educativa local, visando a melhoria dos seus níveis de educação, qualidade de vida e bem-estar. A fim de compreender como os Municípios procedem à construção das estratégias educativas locais, foram analisados os processos e os produtos (Cartas Educativas e Planos Estratégico Educativos Municipais) de dois casos (Concelho A e B). Este estudo permitiu identificar quatro componentes fundamentais para a construção destas estratégias: o i) Diagnóstico Estratégico, o ii) Processo de Auscultação, a iii) Construção Estratégica e a iv) Monitorização. A observação dos dois processos permitiu ainda destacar um conjunto de desafios subjacentes a cada uma das etapas e antever possíveis soluções.
