Implementação da ISO 9001:2008 no ensino superior: o caso da ESEnfDAG

Nos últimos anos, a qualidade no ensino superior tem sido um tema relevante e presente tanto no discurso dos intervenientes educativos, como no discurso político, marcando ainda, a sua presença na literatura especializada. O conceito de qualidade é difícil de definir, sendo também difícil de medir. Esta dificuldade é ainda mais patente em instituições de ensino superior, uma vez que são instituições de carácter multidimensional, ou seja, envolvem um conjunto vasto de funções e actividades: ensino e programas académicos, investigação e carreira académica, recursos humanos, estudantes, infraestruturas e meio académico. Com a presente dissertação pretende-se dar mais um contributo para a definição e compreensão dos conceitos de gestão da qualidade, principalmente no que concerne ao impacto da sua aplicação no ensino superior. Pretendemos ainda ajudar a clarificar alguma polémica gerada em torno da certificação de sistemas de gestão da qualidade baseados na norma ISO 9001:2008 e a sua aplicabilidade em instituições de ensino superior. Utilizando um estudo de caso como instrumento para tentar responder à questão central, analisamos a implementação e certificação de um sistema de gestão da qualidade na Escola Superior de Enfermagem de D. Ana Guedes (ESEnfDAG), de acordo com a norma ISO 9001:2000. O estudo desenvolvido na ESEnfDAG – primeira instituição, na sua área científica a ser certificada pela Associação Portuguesa de Certificação (APCER), recorreu à análise documental e à realização de entrevistas semiestruturadas, e revelou que é possível implementar um Sistema de Gestão da Qualidade de acordo com a norma ISO 9001:2000 com as devidas adaptações, não só a nível administrativo, mas em todo o seu domínio, sem colocar a autonomia científica e pedagógica da instituição em causa. Assim, concluímos que a implementação de um Sistema de Gestão da Qualidade certificado com base na norma ISO 9001:2000 teve um impacto muito positivo, contribuindo não apenas para a melhoria da qualidade interna da organização, nas suas diversas vertentes, como também para a focalização nos seus clientes, melhorando ainda mais a qualidade dos serviços prestados, demonstrando ser relevante para o ensino da enfermagem, para a forma como os recursos humanos se organizam em torno do trabalho e para a racionalização de recursos. ABSTRACT: In recent years, quality in higher education has been a relevant theme and has been present, not only, in the speeches of the educational stakeholders, but also, in political speeches marking its presence in technical and specialized literature. Defining quality isn’t an easy task, and therefore, it is also difficult to measure quality. This difficulty is more evident in higher education institutions because of their multidimensional characteristics, this is, these institutions bear a set of functions and activities, namely: education and academic programmes, research and academic career, human resources, students, infra-structures and academic environment. The ultimate aim of this dissertation is to bring a positive contribution towards the definition and understanding of the quality management concepts, especially in what concerns the impact of their application in higher education institutions. We will try to help clarify some generated controversy around quality management systems, certification based on the standard NP EN ISO 9001:2008 and its applicability in higher education institutions. Bearing this aim in mind, we present a retrospective analysis on the impact of this type of certification. Since there exists heterogeneity of public organisms that have already been certified, we chose to limit the scope of this investigation to public higher education institutions. We used a case study as an instrument to try to answer the main question. The study approaches in a retrospective manner the implementation and certification of a quality management system in a higher education institution, namely, Escola Superior de Enfermagem de D. Ana Guedes (ESEnfDAG), according to the standard ISO 9001:2000. The study was developed in ESEnfDAG – the first institution in its scientific field to be certified and accredited by APCER (Portuguese Association of Certification), and we used document analysis and semi-structured interviews. The study revealed that it is possible to implement a quality management system based on the international standard NP EN ISO 9001:2000, with the appropriate adaptations, not only at an administrative level, but in all of the school domain without being a threat to its scientific and pedagogical autonomy. Thus, we can conclude that the implementation of quality management systems and the certification based on the international standard NP EN ISO 9001:2000 had a positive impact and gave a huge contribution, not only to the continuous improvement of the quality of the schools internal organization, in its various aspects, but also, based on a client focused method, it helped in the improvement of the quality of the delivery of their service. It also proved to have a positive impact on the Education of Nursing, and on the way that the human resources organized themselves to perform their own work and on the rationalization of resources.
