Concept of the isolation effect and analysis of competencies in educational reforms

Resumo: This paper is about a theoretical and exploratory study on the possibilities of using the concept of the isolation effect, developed by the Greek Marxist philosopher Nicos Poulantzas (1936-1979), to analyze the notion of competencies in neoliberal educational reforms, more specifically in the High School Reform (HSR). Poulantzas’ concept of the isolation effect helps to shed light on the individualistic nature of the training of new generations, adapted to a scenario of structural crisis that characterizes this historical period. This character can be seen in the HSR in various aspects: in the competences themselves, derived from the Brazilian Common Core State Standards (known by the acronym BNCC), replicated in the HSR; in the equivalence of rights and learning objectives to competences and skills; in the emphasis on life projects and entrepreneurship. The thesis defended is that the effect of isolation as a mediated effect of competences removes from the subjects the horizon of their belonging to the social class, reducing the conception of the world to individual life, to one’s own interests and needs for competition to overcome the crisis, thereby deepening an individualistic sociability. In this sense, subjective competences overdetermine knowledge competences, thereby emptying the human formation role of education. Keywords: Isolation effect. High School Reform. Educational reforms. Nicos Poulantzas.Este artículo trata de un estudio teórico y exploratorio sobre las posibilidades del uso del concepto de efecto de aislamiento, desarrollado por el filósofo marxista griego Nicos Poulantzas (1936-1979), para el análisis de la noción de competencias en las reformas educativas neoliberales, más específicamente en la Reforma de la Enseñanza Media (REM). El concepto de efecto de aislamiento de Poulantzas ayuda a esclarecer el carácter individualista de la formación de las nuevas generaciones, adaptadas a un escenario de crisis estructural que caracteriza este periodo histórico. Este carácter puede ser verificado en la REM en varios aspectos: en las propias competencias de la Base Nacional Común Curricular (BNCC), replicadas en la REM; en la equivalencia de los derechos y objetivos de aprendizaje a las competencias y habilidades; en el énfasis en el proyecto de vida y en el empreendedorismo. La tesis defendida es que el efecto de aislamiento como efecto mediado de las competencias retira de los sujetos el horizonte de su pertenencia a la clase social, reduciendo la concepción de mundo a la vida individual, a los propios intereses y necesidades de competición para superar la crisis, profundizando con eso una sociabilidad individualista. En este sentido, las competencias subjetivas sobredeterminan las competencias de conocimiento, vaciando así a la educación de su función de formación humana de la educación. Nicos Poulantzas.Este artigo trata de um estudo teórico e exploratório sobre as possibilidades do uso do conceito de efeito de isolamento, desenvolvido pelo filósofo marxista grego Nicos Poulantzas (1936-1979), para a análise da noção de competências nas reformas educacionais neoliberais, mais especificamente na Reforma do Ensino Médio (REM). O conceito de efeito de isolamento de Poulantzas auxilia a jogar luz no caráter individualista da formação das novas gerações, adaptadas a um cenário de crise estrutural que caracteriza esse período histórico. Esse caráter pode ser verificado na REM em vários aspectos: nas próprias competências advindas da Base Nacional Comum Curricular (BNCC), replicadas na REM; na equivalência dos direitos e objetivos de aprendizagem às competências e habilidades; na ênfase no projeto de vida e no empreendedorismo. A tese defendida é que o efeito de isolamento como efeito mediado das competências retira dos sujeitos o horizonte de seu pertencimento à classe social, reduzindo a concepção de mundo à vida individual, aos próprios interesses e necessidades de competição para superar a crise, aprofundando, com isso, uma sociabilidade individualista. Nesse sentido, as competências subjetivas sobredeterminam as competências de conhecimentos, esvaziando, assim, o papel de formação humana da educação. Palavras-chave: Efeito de isolamento.
